Manaus (AM) – The controversy surrounding the recent decision of the Federal Supreme Court (STF), regarding the annulment of the article of law nº 2.894/2004 that establishes 80% of vacancies at the State University of Amazonas (UEA), will gain new chapters this week. After State Representative Dr. Mayara Pinheiro (Republicans), present a Bill (PL), which guarantees 50% of vacancies for local students, a public hearing with the House Education Commission will take place on Thursday (4), where the topic will be discussed.

In a meeting this Tuesday (2), the deputy Dr. Mayara proposed an amendment to the law in the Legislative Assembly of Amazonas (Aleam). The project proposes that 50% of the UEA vacancies would be allocated to Amazonas, the other 50% of broad competition divided into two groups: 30% for low-income candidates and 20% for other candidates who have completed high school in any state or in the Federal District.

State deputy Thiago Abrahim (União Brasil) is also looking for solutions to the issue with the Commission of the University of the State of Amazonas (UEA) and discussed measures that could reverse the decision of the Federal Supreme Court (STF).

“Regional and sustainable development necessarily involves Education and, above all, the UEA. It is extremely important that we create a way to ensure that the interior of the state has its guaranteed percentage. It is important that we can see a way to overcome the jurisprudence created, even in a legislative way, and if necessary, so that we can again provoke the court to manifest itself”,

Abraham said.

As a proposal, the parliamentarian suggested that the Serial Admission System (SIS), currently responsible for the admission of 40% of students and the entrance exam for 60%, be inverted.

“From now on, I suggest that the SIS, today a great guarantee for students in the State of Amazonas, has at least 60% of the vacancies and that the remaining 40% are for the entrance exam, giving more opportunity to our students. This is necessary, but we also need to look at the issue of indigenous peoples. There are classes that are 100% indigenous in the interior and we cannot waive these quotas. I’m from the interior and I’ve lived it. It’s a struggle for us to get an opportunity in life. And the UEA is this opportunity that we need”,

In protest against the STF decision, students from the State University of Amazonas (UEA) held a demonstration in front of the university’s rectory building, on Friday (28). In favor of the students’ claims, state deputy Wilker Baretto (Citizenship), believes that the maintenance of quotas in the Amazon, are resources coming to the people.

“For health courses, mainly doctors and nurses, vacancies should have a minimum internship in the countryside. Our interior is unassisted, it has its particularities, nothing more fair, that students can return this to society on a federal scale, but the UEA is with the effort and sweat of these people.”,

said the deputy.

On social networks, federal deputy Amom Mandel (Cidadania-AM), who was present during a student protest in front of the UEA rectory in favor of quotas, on Friday (28), asked for support from regional students to revoke the decision of the STF. The parliamentarian asks for support to implement the Proposed Amendment to the Constitution (PEC) with the aim of amending article 206 of the Federal Constitution, which was taken to the STF.

“Whoever comes from outside to study at UEA and encounters the reality of Amazonas doesn’t stay to help solve the problem, most of the time. For this reason, we are asking for the support of all students in the State of Amazonas, to put pressure on federal deputies in Brazil, to support our UEA PEC, which can reverse the damage that students from Amazonas suffered after the STF decision that overthrew the state law that reserves vacancies for Amazonian students.”,

pointed out the deputy.

The PEC proposes permission for the States and the Federal District to create a rule that reserves access to higher education institutions for students in public education networks. If approved, the reservation of 80% of vacancies for teaching students in Amazonas will be maintained, with the exception that candidates must have completed high school in public schools in the same state.
