Representative Júlia Zanatta (PL-SC) will present a project to change the rules of the Chamber of Deputies and prevent surprise votes like the one that occurred in the early hours of last Thursday (30), when parliamentarians approved a proposal that reduces transparency in bidding processes .
The text provides that, until voting begins, any leader may request, individually and verbally, that a matter that has not been included on the agenda be removed from the agenda and communicated to the offices at least 24 hours before the start of deliberations.
The PRC (draft resolution) sets aside cases of extra-agenda inclusion that are permitted by the unanimity of party leaders.
Zanatta also wants to change the provision that deals with the closing of the Chamber session. Currently, one of the conditions for this to occur is that there be less than a tenth of the total number of deputies present in the debates.
The parliamentarian’s project specifies that this presence must be physical, disregarding cases of deputies who have registered their presence, left the place and voted electronically.
Last Wednesday’s vote (29) was heavily criticized for taking place in the early hours of a public holiday — November 30th is Evangelical Day in the Federal District. The approved project changes the bidding law and could encourage the formation of cartels.
