Paraisópolis: police do not identify security in Tarcísio – 01/30/2023 – Power

The Civil Police of São Paulo concluded the investigation into the shooting that left a man dead during a campaign schedule of Tarcísio de Freitas (Republicans), in the favela of Paraisópolis, in October last year, without identifying who was the security guard of the then candidate for the São Paulo government.

The investigation was archived last week, by order of Justice, at the request of the Public Prosecutor’s Office – the case was analyzed by the prosecutor Fabio Tosta Horner.

The shots took place during a visit by Tarcísio to a university center, inside the favela. Two federal agents were present at the time, but both claimed to have attended the event as supporters of the Bolsonarist candidate and denied being part of the campaign’s security team.

In addition to them, four military police officers, in civilian clothes, were also at the event. They claimed to belong to the corporation’s reserved service and participated in the event to gather information. All also denied participating in the candidate’s security team.

One of the federal agents, Fabrício Cardoso de Paiva, works at Abin (Brazilian Intelligence Agency). In a statement, he said he had known Tarcísio for about 30 years and that, because he was licensed and admired the candidate’s work, he participated in the campaign event.

“I was not part of the security and did not receive any remuneration from the electoral committee”, according to an excerpt from the statement, to which the Sheet had access.

Paiva was the agent who ordered a cameraman from Jovem Pan to erase images of the context of the shooting, in a case revealed by Sheet. At the time, according to witnesses, Paiva acted as a security guard and was armed, as he admitted to the police.

Abin herself, when contacted, informed that she was aware that one of her servants was on leave to deal with private interests and that she was accompanying Tarcísio.

“The current work of this server is not performed on behalf of the Agency,” the agency said in a statement.

To the Civil Police, the agent claimed that he decided to go to the event because he was in São Paulo. Questioned by the police, he claimed not to know who was part of the candidate’s security. He confirmed that he had the images deleted, but to avoid exposing the people who were at the event.

One of those people who appear in the video, according to images attached to the inquiry, is federal police officer Danilo César Campetti, who, although away to run for state deputy, had a PF badge on his chest, hanging next to a campaign sticker. of Tarcisio.

He admitted to the police that he was armed, but said he had not fired any shots. Like Paiva, he claimed not to know who was the candidate’s security guard at the time.

The participation of the security team in the event was narrated by the police itself since the beginning of the investigations.

The supervisor of policing for the region of Paraisópolis, Sergeant Paulo Fernando Leonti Costa, stated in a statement that he found out about the exchange of fire when a colleague, Corporal Clóvis, from P2, received a call “from the candidate’s security team informing him of an exchange of shots.”

Lieutenant Ronald Quintino Camacho, another military police officer who participated in the operation, also said he went to the location because “the candidate’s security team requested support from nearby teams.”

In the Civil Police’s final report, however, there is no mention of this action by Tarcísio’s security guards. The team is only mentioned in the context of non-participation in matches.

“According to the police, at no time did the individuals mention the then candidate Tarcísio de Freitas or the political party, and there was no participation in the confrontation of people who were part of the organization of the event or the candidate’s team”, says an excerpt from the document.

When contacted, the Government of São Paulo did not comment on the matter and informed that “the investigation of the shooting that took place in Paraisópolis was carried out by the Department of Homicide and Personal Protection (DHPP) and sent to the Public Ministry, which requested that it be archived. by Justice”.

The director-president of the Brazilian Security Forum, Renato Sérgio de Lima, said that the identification of the security guards who participated in Tarcísio’s action is mandatory, not least because the reports indicated that they had participated in the case.

“Were there really people from Abin? Were they on vacation or not? Who were the security guards? Who provided the escort? Who are they? Everyone should be identified in the inquiry. Because if it started with them, the inquiry should have that context. . Leave here only those who are directly involved”, he said.

Still according to him, the Public Prosecutor’s Office could request an investigation into this.

“What was the previous situation that caused Tarcísio’s security guards to disappear from the investigation? It is not possible for us to raise any type of hypothesis, but a strange one. It is strange the fact of not having this identification in the investigation.”

The police investigation was also concluded without locating the weapon that was supposedly in the possession of the man who was killed in the confrontation. The investigation concluded that suspect Felipe da Silva Lima was killed by a rifle shot fired by Lieutenant Ronald Quintino Camacho.

The case was registered as a homicide resulting from opposition to police intervention. According to the police, at least eight guns were used to fire at the officers.

The analysis carried out at the scene, with the help of expertise and the PM’s body cameras, indicate that there was indeed an exchange of fire between criminals and the military police.

One of the explanations for the gun’s disappearance is the possibility that some of the dead man’s accomplices had taken it on the run. Next to the dead suspect were found a gun charger, holster, cell phone and watch.

In a statement, Abin said it had no position on the matter. The Federal Police was approached, but did not respond until the publication of this text.
