Padilha announces agreement for the installation of 4 mixed commissions to analyze MPs – 04/04/2023 – Politics

The Minister of Institutional Relations, Alexandre Padilha, said this Tuesday (4) that the government and the legislature reached an agreement for the installation, starting next week, of four joint commissions —between deputies and senators—for the appreciation of four provisional measures that were sent by the government of President Luiz Inácio Lula da Silva (PT).

Padilha said that the joint commissions will be installed next week to analyze the provisional measures that recreated ministries, the one that instituted the new Bolsa Família, the new Minha Casa, Minha Vida and the one that changes the rules of CARF (Administrative Council of Federal Resources). .

The minister, however, stated that the question of the composition of the joint commissions still remains unresolved.

Padilha also affirmed that there is an agreement for the appreciation by the National Congress of the 12 provisional measures that were sent by President Lula, before they lose their validity.

However, not all of them will have their own joint committee to assess their content. The agreement provides that some of them may become amendments to other provisional measures that will have the collegiate.

Padilha cited as an example the provisional measure that will deal with the creation and restructuring of bodies. He stated that the provisional measures that extinguished Funasa (National Health Foundation) and the one that transferred Coaf from the Ministry of Justice to the Treasury.

The issue of provisional measures became the subject of dispute between the Chamber and the Senate and was threatening that matters of interest to the government would miss the deadline, becoming ineffective. The controversy is precisely in the rite of appreciation.

The rite of appreciation of provisional measures was provisionally changed in 2020, with the reduction of activities in Congress amid the Covid pandemic.

During this period, the joint committees were suspended and the measures were initially appreciated by the Chamber and then passed to the Senate. With that, Lira started to control the pace of processing and the appointment of rapporteurs.

Pacheco, however, determined the return of the constitutional rite, which provides for analysis by a joint committee of deputies and senators. The mayor argues that there should be a greater proportion of deputies.
