Opposition deputies want to summon Dino to the Chamber

The Minister of Justice, Flávio Dino (PSB), met this Tuesday (21) with 35 federal deputies — most from the public security bench — to discuss the deadline for re-registering weapons, which expires next Friday ( 31). However, the meeting was insufficient to demobilize the opposition’s idea of ​​summoning President Luiz Inácio Lula da Silva’s (PT) assistant to go to the Chamber of Deputies and provide clarification.

The idea of ​​the meeting with the minister was to ensure a longer term to prevent hunters, collectors and shooters (CACs) from being in an irregular situation. Questions about the decree and consequent requests for extension are included among the justifications for the 15 requests for Dino’s summons filed with the Chamber’s Public Security and Organized Crime Commission. The minister asked for a week to respond to the question.

But opposition lawmakers maintain that there are other reasons for Dino’s summons. Among the requests asking for the minister’s mandatory trip to the Chamber are requests for clarification about Dino’s meeting with favela leaders on a visit to Complexo da Maré, in Rio de Janeiro, supposedly without police escort.

There are also requests that demand that Dino be summoned to question possible omissions and failures in public security by the federal government on January 8, in Brasília; the ministry’s actions to contain land invasions by the Landless Movement (MST); and the current government’s projects for public safety.

Deputies say summons is necessary

Dino’s decision to welcome federal deputies was interpreted as a gesture to opponents, who disagree with the hypothesis of calling only on April 11, a date defended by the governing base.

Due to this impasse and the reasons already mentioned, opposition parliamentarians maintain that Dino’s summons is necessary. Before the meeting with the minister, some were in favor of voting on the requests on the other Tuesday (28), the date of the next session of the collegiate. In response, Dino asked for a week to present a counterproposal to the parliamentarians’ demands for the extension of the deadline for re-registration of weapons.

Dino’s gesture of negotiating was well accepted by the security bench. Even so, federal deputy Sergeant Fahur (PSD-PR) is one of those who does not rule out the possibility of summoning the minister. “I felt that the idea is to continue with the vote on the summons requirements. During the week, moods may change, even for the responses that may come to our demands. But, in principle, I think it remains”, he says.

Dino will listen to technicians and submit a proposal from deputies to Lula

Parliamentarians claim that Dino undertook to listen to ministry technicians and present the proposal to extend the deadline for re-registering weapons to Lula. At the meeting, he was accompanied by federal police officers from the sector responsible for registering weapons by the Federal Police, according to Deputy Sergeant Fahur. To the parliamentarians, he also committed to proposing to Lula the issue of a new decree to extend the legal period for keeping the weapons of the CACs regular.

“He said that he will take the demands to the president and said that, from what he knows of the president, he will have the green light to continue with the negotiations and with the agreements with the security commission. And he will present us with what he can do. try to soften, said he has nothing against the segment of CACs and sport shooting, and that he wants to separate the wheat from the chaff”, explains Fahur.

Dino argues that more than 80% of the weapons have already been re-registered, but the parliamentarians maintained that many people are having difficulties to regularize their weapons. In response, the minister asked for a week to give parliamentarians a response on extending the deadline for re-registering weapons.

Federal deputy Alberto Fraga (PL-DF), president of the Public Security Parliamentary Front, expressed satisfaction after the meeting with Dino. “I was surprised by the minister’s attitude. He treated us very well and I think he will review some points after talking to President Lula. We know that this decree has massacred shopkeepers in our country, but what impressed me the most was the sensitivity [do ministro]”, he declared in the plenary of the Chamber.

Fraga showed confidence that an agreement will be reached around the request for an extension of the deadline for the regularization of weapons. “This is to show that dialogue, sometimes, is much more important than fights and struggles here in this House. I want to thank the minister for the sensitivity in receiving us and everyone who participated had the same feeling”, he commented.

Deputy Sanderson (PL-RS), president of the Public Security and Organized Crime Commission, also assessed that the meeting was positive. “We presented a hall of proposals, the meeting was very good and the minister, together with the governing body, committed to presenting a feedback by Tuesday, which comes with the return of what we presented as the ideal for the armament issue, especially for clubs of shooting, shooters and athletes in Brazil is resolved. Bench defends working group to discuss weapons projects

The bench also presented Dino with a proposal to create a working group to discuss the progress of a bill that would ensure a legal framework and the regulation of rules related to weapons.

Federal deputy Captain Alberto Neto (PL-AM) explains that the inclusion of some deputies in the working group was requested and understands that the Minister of Justice showed sensitivity in relation to the debate.

“Several demands were made so as not to kill and suffocate the sector of clubs, stores, and to separate the “wheat from the chaff”. I have the impression that the minister is willing to negotiate and meet most of the demands”, says Alberto Neto when clarifying that the working group’s idea is a proposal unrelated to the issue of a new decree to extend the deadline for re-registration of weapons.

The idea is for the working group to be made up of members of Congress and the government and make it possible to advance a legal framework for the sector. Deputy Sergeant Fahur points out that there are proposals that legislate on the subject stuck in the Chamber and that the bench tries to negotiate the government’s support for the approval of legislative proposals.

“The minister stressed a lot that they want to separate the ‘wheat from the chaff’. They have nothing against the segment, according to the minister’s words, and they want to regulate. They have nothing against sport shooting, the practice of shooting”, says Fahur. Despite this, the deputy avoids showing optimism. “The minister treated us very well, but I’m always on the back foot waiting for concrete actions. Everything was in the field of promise”, he adds.
