Omar Aziz approves project report that allocates resources for calamity situations

Consideration of amendments to the PLP took place this Tuesday (01) at CAE and should go back to the Plenary of the House

Reported by Senator Omar Aziz (PSD-AM), the complementary bill (PLP 257/2019) that proposes changes in legislation to allocate 25% of the contingency reserve to support actions related to situations of public calamities and natural disasters was approved at the Economic Affairs Committee (CAE). Omar’s report analyzed the amendments presented and should be considered in plenary again by the parliamentarians.

Senator Omar Aziz (PSD-AM) expressed a favorable opinion on the amendments that constitute a source for the opening of additional credits destined to respond to disasters within the scope of the National Fund for Public Disasters, Protection and Civil Defense (Funcap), in the form of transfer to affected states, as well as amendments dealing with the effectiveness of the change.

The Senator from Amazonas highlighted the importance of allocating financial resources to respond to emergencies resulting from adverse events, such as floods, landslides and environmental disasters, but warned that it is necessary to think about preventive actions.

“What we also discussed is that we only act from the moment the disaster happens. Little or almost nothing of prevention is done, because it is in prevention that you will avoid disaster and a situation of greater calamity in the future. In this sense, I vote for the approval of the amendments presented”

stated Umar.

Bill 257/2019 provides that 25% of the Union’s annual contingency reserve will be used exclusively to respond to emergency actions related to public calamities and natural disasters. These resources will be used to help assist victims, recover damaged public infrastructure and prevent new risk situations.

The contingency reserve is already provided for in the Fiscal Responsibility Law to meet “unforeseen tax events”but the PLP extends the scope of the reserve to guarantee health and social assistance actions for people affected by disasters, while the effects of the calamity situation persist.
