Nursing floor: Chamber meeting rekindles deadlock – 04/17/2023 – Panel SA

The public hearing that will debate the nursing floor in the Chamber of Deputies this Tuesday (18) should heat up the arm wrestling between hospitals and workers, who are pressing for the release of new wages.

The expectation of private hospitals is to find a way to subsidize the salary increase, but also to discuss tax issues that impact the sector at this time. The floor was suspended by the STF in September, less than a month after Bolsonaro’s sanction.

CNSaúde, representative of part of the private hospitals and author of the injunction that stopped the floor last year, says that the government needs to take into account the crisis scenario in the private sector, responsible for employing more than 60% of nurses in the country. Marcos Ottoni, the confederation’s legal director, says that none of the solutions proposed by Congress and the government include the private sector.

“The impact of employability and assistance, in the case of the private sector, is very intense. If the government continues finding a source of funding for the public sector and ignores the private sector, the problem will remain”, says Ottoni.

Marco Aurélio Ferreira, director of government relations at Anahp (National Association of Private Hospitals), says that topics such as payroll exemptions, the high loss ratio in the health plan sector and the inequality of wages paid regionally should guide discussions on the floor.

The FNP (National Front of Mayors), which will also participate in the hearing, defends that the regulation of the use of funds surplus resources, be based on criteria according to the number of nursing professionals in each city, according to Dário Saadi, mayor of Campinas and vice-president of health at the FNP.

Solange Caetano, from the FNE (National Nursing Federation), says that the workers’ greatest expectation is that the bill promised by the Lula government will be voted on by Congress later this week. There are indications that with Lula’s return from his trip to China and the United Arab Emirates, the theme will gain a new project in Brasília. Nurses hope that, after approval, the Ministry of Health will publish an ordinance unlocking the resources and Congress will petition the STF asking for the revocation of the injunction that suspended the floor.
