National Congress activities start with message from Lula

Legislative activities began this Thursday (2) in the Chamber of Deputies and the Federal Senate. At the opening ceremony of the works, the President of Congress, Rodrigo Pacheco (PSD), read a message sent by President Luiz Inácio Lula da Silva (PT). Representatives of the Executive and Judiciary branches were also present.

Unlike previous years, the Executive’s message will be delivered by the Chief Minister of the Civil House, Rui Costa, and read in plenary by the first secretary of the Board of Congress, Rogério Carvalho (PT-SE), elected this Thursday. There is also the forecast of a message sent by the Judiciary.

In a document, the president defended the construction of a new fiscal regime in Brazil. In the text, Lula also highlighted the measures approved by the National Congress even before his inauguration, such as the Transition PEC. The president also highlighted the need to build a new fiscal regime for the country.

“We found a State in deep fiscal imbalance. The spending ceiling had destructive effects on social policies, while at the same time it became absolutely innocuous as an instrument of fiscal control. We are going to build a new fiscal regime for Brazil”, said the president.

The work of the Legislative Power returns from recess after the violent attacks and vandalism promoted by coup leaders on January 8th. To the shouts of “general cleaning” and to the sound of the National Anthem, Bolsonaristas occupied the Esplanada dos Ministérios, in protest against the victory of Luiz Inácio Lula da Silva (PT) in the 2022 elections.

The extremists invaded the National Congress under a rain of tear gas bombs. Soon after, they entered the Planalto Palace, headquarters of the Presidency of the Republic. Windows, chairs and tables in the two public buildings were smashed. Officials of the National Congress who were on duty were threatened.

According to the Chamber of Deputies and the Federal Senate, the estimated damage caused to the buildings located was around R$ 6.5 million.

The President of the Republic, Luiz Inácio Lula da Silva (PT), congratulated both houses for their actions against vandalism: “The Federal Senate and the Chamber of Deputies stood up against the barbarity committed by the coup attempt. They quickly approved the necessary acts to guarantee security and institutional order. And they sent a clear message: together, the three Powers of the Republic will never allow any authoritarian adventure to succeed in our country. They will not allow Brazil to take any path other than democracy and the Constitution,” he wrote.

The ordinary legislative session is the annual period of regular activity of Congress. Each legislative session is divided into two legislative periods: the first runs from February 2 to July 17, and the second runs from August 1 to December 22.

Every four legislative sessions make up a legislature. The legislative session that begins this Thursday is the first of the 57th legislature.

The mandate of a federal deputy corresponds to one legislature, while senators have a mandate equivalent to two legislatures.
