Parliamentarians of the CPI of the MST approved in a session this Tuesday (11) the summoning of the former chief minister of the GSI (Institutional Security Office) general Gonçalves Dias and withdrew from the agenda the summoning of the minister of the Civil House, Rui Costa, after action by the base of the Lula government (PT).

This is the second time that government supporters act to avoid the summoning of the head of the Civil House. In addition to Costa being a frequent target of complaints from deputies, who accuse him of rigidity and lack of political savvy, members of the government assess that his participation in the collegiate could bring wear and tear to the Planalto.

Until moments before the start of the session, members of the Executive’s base parties were trying to seal an agreement with the rapporteur and the president of the CPI, Ricardo Salles (PL-SP) and Lieutenant Coronel Zucco (Republicanos-RS), respectively, to withdraw the request of the agenda. The conversations caused the session to start an hour after the scheduled time.

In the end, Zucco announced to those present that he would remove Rui Costa’s summons from the agenda and signaled that the request should be considered by the commission again in the first week of August. Deputies such as Éder Mauro (PL-PA) and Coronel Chrisóstomo (PL-RO) protested against the panel’s decision.

According to reports made to Sheetleaders of parties such as the PSD, MDB and Republicans in the Chamber also acted behind the scenes and sought out members of the CPI board to try to dissuade them from the idea of summoning Costa.

The leader of the PSD, Antonio Brito (BA), for example, called Salles, the deputy Evair Vieira de Melo (PP-ES), author of one of the summons requests for the minister, and the president of the Republicans, Marcos Pereira (SP).

Brito says he made a “personal appeal” to the parliamentarians. “As leader of the PSD, a party of the base of the federal government and the base of the government of the state of Bahia, as the minister is from Bahia, I requested that there be a withdrawal from the agenda for consideration of the matter in August, since I would not be present at the session , because I had understood that there would be no agenda this week.”

A first request addressed to the Minister of the Civil House had been withdrawn from the agenda at the CPI session on the 20th, after government officials signed an agreement with parliamentarians on the commission’s board. At the end of that session, however, Salles stated that PSOL parliamentarians had not fulfilled their promises, by obstructing the consideration of other requests, and indicated that he would again guide the summoning of Rui Costa.

This Tuesday, on the other hand, the deputies of the CPI approved the summoning of General Gonçalves Dias, known as GDias, so that he could report “actions carried out by the Brazilian Intelligence Agency (Abin) in the monitoring of land invasions that occurred in Brazil” during the period in which he served as minister.

“What is known so far, like what happened in other fields, also in relation to the invasion of rural properties and of another nature, Abin in this interregnum that was submitted to the command of General GDias, also did not act and omitted “, Salles said in the session.

GDias resigned from his position on April 19, after the release of images that put the body’s performance in check during the coup attack on January 8. It was the first casualty of Lula’s ministry in his third term.

Also this Tuesday, the summons of the president of Suzano, Walter Schalka, was withdrawn from the agenda. At the end of February, members of the MST (Movement of Landless Rural Workers) invaded three of the company’s farms in the extreme south of Bahia, in the municipalities of Mucuri, Teixeira de Freitas and Caravelas.

In Schalka’s place, an invitation was approved for the company’s vice-president, Luis Bueno, to attend the CPI.
