The Federal Public Ministry (MPF) monitors the issuance of an oil exploration license in the Foz do Amazonas basin, on the coast of Amapá. Last Monday (15), the MPF recommended to the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama) that it deny Petrobras the license for oil exploration in the place, which ended up happening on Wednesday night ( 17).
At the MPF, two civil investigations are underway with the objective of investigating possible flaws in the environmental licensing process in which Petrobras requests Ibama to issue an Operating License to explore oil in the FZAM-59 block, at the mouth of the Amazon River, and licensing for Maritime Drilling Activity in the same location. Initially, the company BP Energy do Brasil was interested in this exploration and, now, Petrobras.
Inconsistencies in the license application
Among the problems pointed out by the MPF is the fact that the Environmental Impact Report (Rima) presented by the public company expressly provides for the absence of deep water coral reefs and/or other types of agglomerations of organisms with limited mobility in the location, which directly contradicts studies that identify the Great System of Amazonian Reefs in the region.
The MPF also draws attention to the lack of a thorough Environmental Assessment of the Sedimentary Area (AAAS) for the project, which would bring greater transparency, technical and legal security to oil and gas exploration, notably in environmentally sensitive regions, in addition to promoting greater public participation. Through this assessment, it would be possible to determine the suitable areas, those not suitable and those in moratorium — that is, those that need further studies to determine the viability of undertakings in the region —, which would better guide the public policies adopted in the future .
In view of the successive inconsistencies identified in the analyzed project, the notorious socio-environmental sensitivity of the area of influence and the area subject to risk, little known by the State, allied to the complexities and technical and logistical limitations involved in the operations, as well as the need to prepare a broader assessments to attest to the adequacy of the production chain of the oil and gas industry in the region, the MPF recommended the rejection of the license.
Even with the denial confirmed by Ibama, the MPF will continue to monitor the case.
