MP-AP and Amnesty International Brazil aim to improve external control of police activity – News of Brazil

On Monday (14), at the Attorney General’s Office, the Public Ministry of Amapá (MP-AP) met with Amnesty International Brazil to discuss measures and strategies for building a partnership to improve external control of police activity , constitutional attribution of the Brazilian MP. The objective is to seek alternatives to promote a reduction in the high rate that the State has of lethality as a result of police actions.

The Attorney General of Justice, Paulo Celso Ramos, and the Inspector General of the MP-AP, Jair Quintas, received the members of the organization that works in the promotion, protection and guarantee of human rights.

Speaking about the projects and institutional activities in the area, participated: the attorney general and coordinator of the Integrated Center for Investigation and Intelligence (CIII/MP-AP), Ivana Cei; the prosecutor with duties in the 2nd Criminal Court and chief of staff of the Attorney General’s Office, Christie Girão; the coordinator of the Operational Support Center for Children and Youth (CAO-IJ), Miguel Ferreira; the Childhood Prosecutor and advisor to the General Internal Affairs, Neuza Barbosa; the coordinator of the Citizenship Operational Support Center (CAO-CID), Fábia Nilci Souza (virtually); and the MP-AP Childhood social worker, Alzira Nogueira.

Ongoing actions and projects aimed at restructuring and intensifying the work of the MP-AP for the implementation of policies that collaborate with a more effective police intervention, safeguarding lives and generating more public security in the State were presented. In addition to educational activities and human rights training for police officers, the strategic project in the implementation phase of the Assistance Center for Victims – We Belong (CAVINP) was presented, in line with the guidelines of the National Council of the Public Ministry (CNMP ), aimed at improving the reception of victims of crimes and the observance of their rights at all stages of criminal prosecution.

The Executive Director of Amnesty International Brazil, Jurema Werneck, said that dialogue is essential to strengthen the role of Public Prosecutors in guaranteeing their constitutional attribution to promote, in accordance with due legal and human rights parameters, external and participatory control of police activity.

“We followed the rates, Amapá had police lethality six times higher than the national rate, and now a little more than five times. As for the Federal Government, for Amnesty International Amapá is also a priority. Activist colleagues came here to dialogue with civil society and see partnerships. So this dialogue, this partnership is a priority for us because what we want is to stop violence in the State. Lethality in Amapá is very high, but a large part of it is in the hands of State agents. Solving this, the general rates of Amapá improve. We are interested in working to contribute to the reduction of human rights violations”, highlighted Werneck.

The PGJ of the MP-AP stated that the institution sees Amnesty International Brazil as an important partner and, as a result of the meeting, will speak with the prosecutors who are responsible for external control of police activity so that a survey and diagnosis can be carried out to guide future actions.

“Our work motto, as Public Ministry, is dialogue and collective construction. So, thank you very much for coming to propose this partnership to us. We are going to gather and evaluate where we can work to improve and, I am sure, that we will advance a lot and contribute to these indices continuing to decrease, as we have a more effective performance”, declared Paulo Celso Ramos.

The request for the meeting by Amnesty International Brazil is part of the campaign “The Ministry has to be Public”, launched in April 2022, in partnership with 18 human rights organizations and networks of mothers and families of victims of state violence. The campaign, carried out in six states of the country, including Amapá, aims to monitor, charge and strengthen the role of Public Prosecutors in guaranteeing their constitutional attribution to promote, in accordance with due legal and human rights parameters, external control and participation in police activity.
