Government took the measure throughout the national territory on May 22, through an ordinance published in the Official Gazette (DOU). Ministry says that, to face the disease, states need to do the same thing. An outbreak of avian flu was discovered in swans and two poultry farms in the southeast of the Czech Republic Stefan Wermuth/Reuters The Ministry of Agriculture and Livestock (Mapa) advised, this Friday (21), that states declare a zoosanitary emergency because of avian flu. At the national level, the government had already announced the measure through an ordinance published in the Official Gazette (DOU) of May 22. According to the note, for the measures to combat avian flu to be effective, it is necessary that the states assume the same measure, to reinforce the alert in locations where there is no record of an outbreak of the disease. The occurrence of a case in a commercial bird would affect the entire country, points out the statement. Brazil is the leader in chicken meat exports, accounting for 35% of the global market. It is also one of the only countries that still maintains the status of free of Highly Pathogenic Avian Influenza (Avian Influenza) in commercial poultry, which reach the consumer’s table, according to the protocol of the World Organization for Animal Health (WHOA). Until this Friday night, the country has already identified 67 outbreaks of avian flu in 7 states. Two focuses on subsistence farming (for own consumption) and 65 on wild birds. This Thursday (20), the Minister of Agriculture and Livestock, Carlos Fávaro, met with governors and representatives of the states and the Federal District and advised that governors declare a state of zoosanitary emergency and reinforce containment actions and prevent the spread of the disease. What does animal health emergency state mean? What changes in the state of zoosanitary emergency By declaring a zoosanitary emergency, the government is able to streamline processes to fight the disease. Examples: hiring employees for a fixed period of time, reducing bureaucracy to buy equipment or moving servers from one state to another, explains the president of the Brazilian Association of Animal Protein (ABPA), Ricardo Santin. This is because it enables the mobilization of Union funds and articulation with other government ministries and organizations in the three instances: federal, state and municipal, as well as non-governmental ones. The request for the states to do the same thing occurs because the measure is a requirement for them to be able to access and make available the resources to be applied in the necessary actions, such as ensuring the workforce, logistics, material and technological resources for the containment of avian flu, informs the note.
