Minimum wage: increase is approved by the Chamber – 08/23/2023 – Market

The plenary of the Chamber of Deputies approved this Wednesday night (23) the provisional measure (MP) that readjusts the minimum wage by R$ 1,320, without the controversial section that dealt with the taxation of offshore companies.

The vote was 439 in favor and 1 against — by Deputy Luiz Lima (PL-RJ). The session was emptied and did not even have the presence of the mayor, Arthur Lura (PP-AL).

The vote can be considered a victory for the federal government, which was in a hurry to approve the text – it expires next Monday (28). Now, the text will go to the Senate, which should appreciate it later this week.

Initially, the matter approved by the joint commission on the 8th had also added the content of another MP, which included the proposal for taxation of funds in tax havens (offshores), something that according to leaders of the Chamber and the President of the House himself, Arthur Lira (PP-AL), had not been negotiated previously.

On Tuesday (22), the Lula government (PT) decided to give up this movement, amid resistance from parliamentarians. As Folha showed, the taxation of offshore companies was the epicenter of friction between Lira and the Minister of Finance, Fernando Haddad. Leaders of the House were already planning to remove this tax from the text, imposing a setback on the federal government.

Now, the theme will be taken up again in another constitutional urgency project (locking the agenda of the House in 45 days), to be sent by the Executive.

Another passage incorporated into the MP on the minimum wage, which determines the increase in the Income Tax exemption for those who receive up to R$ 2,640, was maintained in the text.

The sewing was announced by Lira on Tuesday (22) and confirmed by the executive secretary of the Treasury, Dario Durigan.

The simple exclusion of the offshore stretch, however, could generate a problem in sanctioning the correction of the IRPF table. Lula would have to veto the measure, which was a campaign promise, or he would need to find another source of compensation, to be launched when the new law is sanctioned.

Therefore, according to Durigan, the government will propose the taxation of exclusive funds via MP, which is effective immediately. The text should bring a device that encourages the holders of these resources to update the equity of the funds by paying a reduced rate of 10% on the income obtained in recent years.

The MP approved this Wednesday also provides for the establishment of a policy of valuing the minimum proposed by the Executive, which includes readjustment for the inflation of the previous year plus the variation of the GDP (Gross Domestic Product) of two years before. Lula’s promise still in the electoral campaign, the valorization policy prevailed in PT administrations in the Planalto Palace.
