Milk sends 9.4595% readjustment to teachers

The proposed readjustment of 9.4595% for all levels of teaching in Rio Grande do Sul has been filed. Governor Eduardo Leite (PSDB) sent the final text of the project to the Legislative Assembly late this Wednesday afternoon (1st). For real, the matter needs to be approved by state deputies.

With the new remuneration table, the lowest level (A1) would receive BRL 4,420.57 and the highest level (F6) would receive BRL 7,733.72 – both for a 40-hour shift. The readjustment proposal is retroactive, with the new salary taking effect from January 1, 2023.

The proposed index will apply, with parity, to all career levels of active, inactive and retired teachers. “The percentage presented guarantees the commitment to maintain the payment of the floor”, said the chief secretary of the Civil House, Artur Lemos Júnior (PSDB).

The replacement, therefore, falls on the entire career plan of the state public teaching profession in Rio Grande do Sul. In the justification linked to the project, the government argues that it materializes “the commitment to honor the national floor, which was recently increased”.

“It is the realization of an important commitment assumed not only with the teachers, but with the entire population of Rio Grande do Sul. (…) construction of the indispensable foundations for the exercise of citizenship, we are sure that the proposal is configured as of public interest”, says the text.

The impact estimate for the state coffers with the readjustment is forecast at R$ 488 million per year – which would be close to a monthly payroll for the teaching profession.

“It is worth remembering the complex fiscal situation of the State, especially the revenue losses imposed by the forced reduction of ICMS rates, which imposes difficulties and uncertainties for the future and also causes legal limitations, in relation to the Fiscal Responsibility Law”, still states the text.

In meetings with the Center for Teachers of the State of Rio Grande do Sul (Cpers) and state deputies, Leite had already highlighted the state’s fiscal situation due to losses imposed by the reduction of ICMS rates determined by the federal government last year.

The justification is in relation to Cpers’ claim, which demands a readjustment of 14.95% for the entire category – like the salary replacement of the national teaching base, announced by the federal government.

The 9.45% readjustment had been announced by Governor Leite on February 14, after a meeting in Brasília with the Minister of Finance, Fernando Haddad (PT), to discuss the replacement of ICMS losses in Rio Grande do Sul.
