Military attaché receives compensation of more than R$ 300,000

Sea and war captain Márcio Soares Pereira received in January, as a military attaché abroad, R$ 204,000 in indemnity funds and R$ 114,000 in “other possible remuneration”. There was an increase in compensation amounts in February due to the closure of military attaché missions. In that month, the compensation amounts totaled R$ 25 million. In April, they totaled R$ 17 million, according to data from the Transparency Portal of the Presidency of the Republic. The Military Commands report the total amounts of indemnities paid to each soldier, but do not detail expenses with representation abroad, property rental, travel and moving expenses and family allowance. They do not even inform the country where the soldiers carry out their mission.

In February, frigate captain Rafael Moutinho received R$ 42,000 in basic remuneration, R$ 85,000 in occasional remuneration and R$ 113,000 in compensation, totaling R$ 235,000. He received over R$62,000 in occasional compensation and R$90,000 in indemnities, totaling R$190,000.

In the Air Force, Colonel Marcelo Ribeiro had a basic salary of R$49,000. He received a further R$137,000 in damages. In total, it was R$ 185 thousand. Colonel Alexandre Leal received a basic salary of R$43,000 and R$126,000 in indemnity funds – totaling R$175,000. What compensation do attachés receive

Military personnel on a permanent mission abroad, in additions or on other missions, have the following indemnities: Indemnity for Representation Abroad (IREX), family allowance, daily allowance abroad, funeral allowance and housing allowance. Persistent allowance is paid in advance to the server to cover travel, moving and new installation expenses. It has the value of 2, two basic payments and 2 family allowances, plus a total of 1 IREX.

The family allowance covers education expenses and assistance to the servant’s dependents abroad. It is calculated according to the IREX received by the civil servant, at the rate of 10% of this value for the wife; 5% for children under 21 years of age or students under 24 years of age who do not receive remuneration, single daughters and widowed mothers who do not receive remuneration.

IREX is destined to compensate “the expenses inherent to the mission in a way compatible with its responsibilities and charges”, says Law nº 5.809/1972. The value depends on issues such as the representativeness and nature of the mission, the functional or military hierarchy and the local cost of living.

Funds provided for by law, say military

The blog sent the Armed Forces a list of the highest salaries paid to attaches and requested clarification on the high amounts paid. The Navy responded that the remuneration of military attaches is provided for in Law No. 5,809/1972, which provides for the remuneration and rights of Civilian and Military Personnel on Union Service Abroad.

The blog asked the Air Force Command why the compensation for Petty Officer Dener Vidal had such a high value. The Transparency Portal database does not detail these expenses. The Air Force responded that, in addition to the usual income and expenses provided for in Law No. 5,809/72, the paycheck contains amounts arising from reimbursement of housing assistance abroad, granted in the form of reimbursement for expenses proven by the military. “However, due to the requirement of the legislation of the United Arab Emirates, the rental contracts are signed for a minimum period of one year and the tenants demand the full and advance payment of the rents referring to this period”, says the note from the command.
