The president of the National Bank for Economic and Social Development (BNDES), Aloizio Mercadante, announced the creation of “Desenrola Empresas”, which uses the active debt of the Union as a way to finance investments. The proposal was presented in participation in the Esfera Forum this Friday (25).
“I want to propose a new Development for investment in Brazil. Let’s take the active debt, which is trillions, and the State is unable to collect. Companies don’t pay, and that remains on liabilities, and they can’t get funding because they have liabilities,” he said.
According to Mercadante, the idea is “to transform a piece of this debt into investment, PAC, industrial policy and really leverage the country’s development”. .
The president of the TCU, Bruno Dantas, classified Mercadante’s provocation as “timely” and questioned the efficiency of the current model of active debt collection by the Union. He indicated that the stock of tax foreclosures is “overwhelming” and that “the State gains , but it doesn’t.” “We have more than R$ 2 trillion in active debt credits, which do not enter the Union’s coffers”, he said.
The proposal has also been defended by the Joint Parliamentary Front of the Services Sector as a way of renegotiating debts, to serve companies.
Data from Serasa indicate that Brazil currently has 6.5 million negative companies, totaling around R$ 112 billion in debts. According to the Federal Government, Desenrola for individuals renegotiated about R$ 10 billion in debts in the first month of operation alone.
