ONS: Performance ‘below expectations’ of generation sources close to the line that turned off may have led to the blackout

The National Electric System Operator (ONS) reported on Friday night (16) that ‘poor performance’ of generation sources may have led to the ripple effect of the blackout that occurred in 25 states and the Federal District on August 15. In the preliminary report, the ONS had already pointed out that the first event that led to the interruption of the energy supply was the opening (disconnection) of the Quixadá – Fortaleza II transmission line, located in Ceará. According to the agency, however, only the occurrence in Ceará would not “cause the impact seen” in the national electrical system. Now, the operator reported that the “more consistent line of investigation” points out that the lower-than-expected performance of the generation sources close to the transmission line in Ceará may have triggered “the entire process of shutdowns that happened afterwards”. “After deepening the assessments on the facts subsequent to the disconnection of the Quixadá – Fortaleza II transmission line, owned by Chesf and considered the zero event of the occurrence, signs were found that the generation sources close to this transmission line did not present the expected performance with regard to voltage control”, explained the ONS in a note. The ONS also informed that it is testing various scenarios based on the information sent by the sector’s agents to try to discover the causes of the blackout. The operator’s intention is to try to reproduce, in a simulated environment, the disturbance of the 15th of August. The RAP is a document prepared by the ONS that consolidates the analysis of the blackout, points out its causes and determines the preventive and corrective measures. The next meeting is scheduled for September 1st. The RAP must be completed within 45 days – a period that, according to the ONS, started counting on August 16th.
