A member of the working group that will discuss the tax reform in the Chamber, deputy Saullo Vianna (União Brasil-AM) defends that tax incentives be maintained for the Manaus Free Trade Zone. He also wants the collegiate to analyze whether there will be a loss of revenue for municipalities with the proposed changes.
“We here [na Zona Franca] it is surplus. We give back to the Union more than we receive from the incentive”, he argues. “Second point, one of the concepts of the tax incentive is job creation. And in the case of the Free Zone, the various sectors fulfill their role, as the industrial center directly generates 100,000 jobs and indirectly, 400,000.”
He also emphasizes the importance of the model for the environmental preservation of the Amazon. “We have plenty of arguments to show that the Free Zone tax incentive meets basic requirements regarding the issue of tax incentives.”
Vianna also said that municipalities are concerned about the loss of tax revenue. A solution could go through the model designed in the PEC (proposed amendment to the Constitution) of Senator Oriovisto Guimarães (Podemos-PR), which provides for the simplification of tax legislation for ICMS (state tax) and ISS (municipal tax).
The tax reform group has already scheduled its first two meetings. Next Tuesday (28), the rapporteur, Aguinaldo Ribeiro (PP-PB), should present his opinion on the subject to the members of the WG. The next day, March 1, members will submit proposals for reform.
