Post offices across Brazil promoted, this Thursday (21), the D-Day of MegaFeirão Serasa e Desenrola, a collective effort for people to negotiate their debts by going to one of the postal company’s headquarters. The measure had the support of the Ministry of Finance.

In the capital of São Paulo, one of the agencies that participated in D-Day was the Palácio dos Correios, a historic building located in Vale do Anhangabaú, in the central region of the city. It was there that Edmilson Malta Melo da Silva, 66 years old, managed to negotiate his debt with a large department store, where he purchased a cell phone.

Edmilson told Agência Brasil that, in 2019, he bought a cell phone that cost R$1,300, paid R$800 as a deposit and was left with R$500 left. “Of that R$500, I even forgot to get the bill. When I went back there [na loja]had three installments of R$400 [para pagar]. I was surprised, I said it was overpriced. And I left it to be resolved later.”

As the debt was not paid, his name was added to the list of defaulters and the debt only grew. According to Edmilson, the debt was now around R$6,000. This morning, he saw the news on television about the Desenrola Program’s joint effort and decided to go to the Palácio dos Correios, in the center of the capital, to seek debt renegotiation. “Thank God it worked, I made it and I’ll have a clean name and everything.”

He was given a period of one week to pay the renegotiated amount, which now stood at R$700.

Manicurist Adélia César, 68, went to the post office to try to renegotiate two loans she made for her daughter, who is unable to pay her mother. “I wanted to negotiate, see if the price could be reduced,” said Adélia, still in line to be served.

“I want to lighten up a little [o valor] because it’s difficult. I’m retired, I receive minimum wage, then I discount all that, and what do I have left after? I hope to split it several times. I don’t know what they’re going to do, I’m going to talk and see what’s best for me. My name isn’t dirty, no, I’m just having trouble [para pagar a dívida]”, said Adélia, who did not achieve her goal.

She explained that this occurred because her name was not yet negative and that today’s effort was exclusive to people who had debts and were negative. That wasn’t the case with Adélia.

The program

Debt negotiation through the Desenrola Brasil Program, with discounts that can reach up to 96%, can be done in person until the 28th of this month in more than 6 thousand Post Office branches across the country. Online, the process can be done until the 31st on the program website.

People with an income of up to two minimum wages or who are registered in the Single Registry for Social Programs of the Federal Government (CadÚnico) can negotiate debts. Range 1 includes debts that were negative between January 2019 and December 2022 and that did not exceed the updated value of R$20 (original value of each debt, without Desenrola discounts).

In addition to bank debts, such as credit cards, late bills from other sectors are included, such as educational establishments, energy, water, telephone and retail bills. The platform allows renegotiation even with banks where the person does not have an account, being able to choose the one that offers the best rate in the installment payment option.

Another advantage of the program for those who have two or more debts (even with different creditors) available for negotiation on the Desenrola platform is being able to combine all debts and carry out a single renegotiation, paying in cash in a single invoice, or via Pix or by financing , in installments, the total amount in the preferred bank.

“We are forming a partnership with the ministry and the Post Office, and the idea is to renegotiate as many debts as possible, bringing the 72 million Brazilians who need to settle their accounts to the company’s branches. “Of course, people who don’t trade here can also trade both on the Serasa website and app, because the same debts will be available,” said Serasa sales manager, Flávia Cosma.

“All 6,000 Post Office agencies are offering this deal. All the person has to do is arrive, give their CPF number and see what the payment options are, what payment options they have”, explained Flávia.

Those who do not have technological skills are invited to go to the Post Office, but people who are familiar with digital tools can carry out negotiations online. “The possibilities are equal, but people tend to think that, by coming here, they will be able to negotiate. In fact, the possibilities they find on the internet will be the same as those offered in face-to-face negotiations,” she added.

According to the Serasa manager, in the state of São Paulo alone, almost 17 million people are in default and only 900,000 agreements have been made so far. “There are still a lot of people to come and do this negotiation”, said Flávia.

In São Paulo, the average debt per person is R$6,000.

Renegotiation can reach up to 99% of the debt value. “In general, we are talking about discounts of up to 99% on the Serasa platform and installments of up to 72 installments. It’s worth taking advantage of.” And it’s good to know that, when a person divides, if they already pay the first installment, and continue paying correctly, their name will no longer be dirty, it will no longer be negative, he added.

However, not everyone is able to renegotiate. Access controller Aurelino do Nascimento Pereira, 56 years old, for example, went to a post office in São Paulo today and was unsuccessful.

“What appears in the media, in practice, is not true. In other words, the government comes, the press comes, and tells everyone that you can pay in installments [a dívida] up to 70 or 72 times, with a grace period of 30 days. But there are things that only last one business day. So, in fact, it does not contemplate the rights of all people”, he complained.

Despite this, Aurelino said that he will try to return to the Post Office on the 27th to see if he can get a better proposal for renegotiating his debt.

Numbers

Between March 4th and last Tuesday (19th), more than 60 thousand face-to-face consultations were carried out at post offices related to the Serasa fair and the Desenrola program.

The Ministry of Finance reported that, to date, more than 12.2 million people have benefited from Desenrola Brasil, which has enabled the negotiation of around R$37.5 billion in debt. According to the federal government, discounts on the program’s platform are 83%, on average, reaching, in some cases, 96%. Payments can be made in cash or in installments, with no down payment and up to 60 months to pay.

To access Desenrola through the platform, you must have a GOV.BR account. Both users with bronze, silver and gold level accounts can view trading offers and pay in installments if they choose not to pay in cash. When using partner channels, such as Serasa, there is no need to use a GOV.BR account.

Those who prefer to renegotiate the debt in person can find the nearest post office through the company’s website.
