Medicine courses: government defines how many vacancies can be opened in the states and Bahia leads with 900

In August, STF minister Gilmar Mendes reinforced that limiting the creation of medical courses only by public call is a constitutional practice (read more below). 🎯 The objective of defining limits for the authorization of new private medical courses is to deconcentrate the offer in certain regions where they are already saturated and ensure the quality of medical training in Brazil, also meeting the needs of the Mais Médicos Program. The criteria take into account the needs of more health professionals and the structure of the Unified Health System (SUS) in each region. Based on a study by the Ministry of Health, 1,719 municipalities were pre-selected that are part of regions with the following characteristics: Having an average of less than 2.5 doctors per thousand inhabitants. Have a hospital with at least 80 beds. Demonstrate the capacity to host a medical course, in terms of bed availability, with at least 60 vacancies. Supporters of private higher education institutions (HEIs) interested in opening new courses will be able to present a maximum of two proposals to the government, limited to one per state. Each course can have up to 60 places, limited by the number of places per state. The Minister of Education, Camilo Santana, stated that the definition of the criteria was made based on dialogue with the sectors involved and on a technical basis, in a way that strengthened the SUS and followed the rules of the Mais Médicos program. The goal is to improve the distribution of doctors throughout the country: the North Region is the one that suffers most from the shortage of doctors compared to other regions of the country: there are 2 doctors per thousand inhabitants, while the others have 3. In the countries that are part of the Organization for Economic Cooperation and Development (OECD), which brings together the largest economies in the world, this average is 3.3 doctors per thousand inhabitants. We want, in the next 10 years, to have the OECD average [de 3,3 médicos por mil habitantes]. In addition to the 5,700 places in new private courses, the MEC plans to expand by up to around 2 thousand places in existing courses and another 2 thousand in federal courses. Why the MEC limits the opening of vacancies With high monthly fees (reaching R$ 12 thousand), low student dropout rates and a strategic importance in the education sector, medical degrees have become a “gold mine” for education providers: in the market, it is estimated that a single place is worth R$2 million. Such financial attractiveness led to a boom in the emergence of new courses in Brazil: in 2002, there were 113; in 2018, the number had already jumped to 322. Three challenges arose from this: ensuring quality of teaching for medical students; open courses in regions with beds available for students to take practical classes and residencies; and make the distribution of professionals more equal between regions — preventing courses from only being opened in large cities in the Southeast.
