The Ministry of Education (MEC) launched, this Monday (12), a literacy policy focused on children in the 2nd year of elementary school (7 years old). The main objective, according to Minister Camilo Santana, is to encourage states and municipalities, with the articulation of the Union, to adopt the best practices to reach the goal of 100% of literate people in this age group. For this, in addition to repeating general measures previously announced, Santana said that prizes will be distributed to the best schools, managers and teachers – which is a surprise given the left’s resistance to any type of meritocracy.

“We are going to have the recognition of good practices, the states are going to have their awards”, said Santana, at the launch of the initiative that the government calls Compromisso Nacional Criança Alfabetizada. “We are going to make a national recognition of the best state and municipal practices and we are building with Unesco an international award for mayors and governors”, she continued.

During the rest of the press conference, the minister repeated announcements made by the government or mentioned, as new, practices that already existed in literacy projects of past governments, including those of the PT, such as the “Literation Corner”.

Santana also reinforced the already launched reformulation of how children will be assessed: children in the 2nd year of elementary school who reach 743 points in the tests of the National Basic Assessment System (Saeb) will be considered literate (divided into 8 levels, with 1,000 points being highest score). According to Santana, a reading test for children in this age group will be included in the evaluation, a measure proposed by the government of former President Jair Bolsonaro and which was resisted by educators.

The MEC initiative will be instituted by means of a decree, which should be published this Monday. To receive technical and financial support, states and municipalities must officially adhere to the commitment. The government estimates spending R$ 2 billion for the measure, in four years.

The announcement was attended by President Lula, Vice President Geraldo Alckmin, Finance Minister Fernando Haddad, Health Minister Nísia Trindade, Minister Luís Roberto Barroso, the Federal Supreme Court (STF) and eight governors. of State.
