Mayor Furlan signs Bill ‘Foster Families’ – News of Brazil

This Monday (6), the mayor of Macapá, Dr. Furlan, sanctioned and signed Bill No. 2,710/2023 creating the “Welcoming Families Program”. The event took place in the Attorney General’s Office building with the participation of authorities and other municipalities that also participated in the signing.
The Project aims to implement the reception service in carefully selected families, to temporarily welcome children and adolescents at risk away from their family of origin through a protective measure.
During the signing event, the mayor, Dr. Furlan, highlighted the importance of the project within the scope of Social Assistance in the municipality of Macapá.
“Today is a very important day for Macapá City Hall, which sanctioned the Law – Foster Families Program, with this, we will strengthen actions in Social Assistance, for example, we will be able to have a foster family in all districts serving these children without breaking their bonds of coexistence, an advance for Social Assistance”, stressed the head of the municipal executive.
As part of the child and adolescent care policy, the program is now linked to the Municipal Department of Social Assistance (Semas), which serves minors with threatened or violated rights, who are in a shelter situation, awaiting definition of their family situation.
The prosecutor, Neuza Rodrigues, explains that the “Welcoming Family Program” is an alternative for welcoming children in situations of risk and vulnerability.
“Before, these children only had a shelter to be welcomed while the problem they faced with their families lasted, now instead of going to an institution that, despite being very well structured with excellent professionals, is not a family environment. In the program, they will be welcomed by a family that will be trained, qualified and accompanied to be able to take care of that child for as long as they need until they return to their family of origin, that is, the adoption process opens,” he added.
The “Welcoming Family Program”
The Program implements and organizes the family reception service in the homes of selected families, registered and prepared to provisionally receive children and adolescents at risk. It guarantees the target audience the right to coexist in a family and community environment, in accordance with the Child and Adolescent Statute.
Within its legislation, the project also offers support to families of origin, seeking to encourage the return of their children, when deemed possible; contributes to overcoming situations of violation of the rights of children in vulnerable situations; provides registered host families with material and technical support, through a monthly financial subsidy.
