Candidate for the presidency of the Senate by the PL, Rogério Marinho seeks to expand support beyond the Bolsonarist base and guidelines. The former minister draws on his baggage as special secretary for Social Security and Labor, in addition to his role as one of the articulators of labor and social security reforms.
“My candidacy is also for the preservation of the economic legacy of the last six years”, he maintains.
As a federal deputy, Marinho was the rapporteur for the labor reform in the special committee that analyzed the issue. In 2019, he was appointed Secretary of Social Security and helped unlock the reform in the National Congress.
If he is elected president of the Senate, he knows that he will have to face two central issues: tax reform and the new fiscal anchor.
Regarding the tax, he disagrees with the proposal that is already being discussed in Congress and should be used by the government of Luiz Inácio Lula da Silva (PT). They were negotiated throughout the term of Jair Bolsonaro (PL) by former Minister of Economy Paulo Guedes, with whom Marinho antagonized at some points in his management.
The candidate for the presidency of the Senate defends the unification of PIS and Cofins at first, leaving IVA, which would unify state taxes, and changes in income tax for the medium term.
On the fiscal anchor, he sees room to ease the ceiling for investments in cases of extraordinary income or sectoral funds.
