Lula’s speech on oil in the Amazon reinforces bet on political solution – 05/22/2023 – Panel

The statement by President Luiz Inácio Lula da Silva (PT) on oil exploration at the mouth of the Amazon river stopped the initiative of the governor of Amapá, Clécio Luís, to challenge in court the contrary decision of Ibama (Brazilian Institute for the Environment and Renewable Natural Resources).
This Sunday (21st), the representative did not discard the studies and said he believed it was “difficult” to have an impact on the Amazon because it is an exploration on the high seas.
The speech was interpreted by the defenders of drilling as a sign that there is still room to negotiate a political solution. Going to court now, evaluate allies of the governor, could disturb the negotiations for a solution within the government itself.
Last week, Ibama denied a request by Petrobras to carry out studies in the region and opened a political crisis with the Amapá bench and opposed members of the government itself, such as the Minister of Mines and Energy, Alexandre Silveira.
At the time, Clécio announced that he would go to court to reverse the institute’s position. The action has not yet been filed, although it has not been completely discarded.
Petrobras announced that it would resubmit the request, which has not yet occurred. As the Panel found out, the company is preparing a document to rebut Ibama’s questions point by point.
