Lula schedules a meeting with leaders in Congress to agree on the articulation of the new fiscal rule

With the expectation that the rapporteur for the new fiscal rule, Deputy Cláudio Cajado (PP-BA), will present the outline of the report this Monday (15th), President Luiz Inácio Lula da Silva (PT) summoned government leaders in Congress and members of the economic team for a meeting in the morning at the Planalto Palace.

That’s because Cajado will present the text to party leaders in the House at night, but the president intends to forward them with government demands for negotiation. Senator Jaques Wagner (PT-BA), leader in the Senate, and José Guimarães (PT-CE), leader in the Chamber will be present at the meeting.

In addition to the parliamentarians, the Minister Fernando Haddad, of Finance, will participate in the meeting with Lula; the portfolio’s executive secretary, Gabriel Galípolo; the executive secretary of the Ministry of Planning, Gustavo Guimarães; and the Secretary of the National Treasury, Rogério Ceron, among others.

Cajado said that he will seek a “possible agreement to have the votes that guarantee the approval of the matter. There is a list of penalties, from the simplest to the draconian, provided for in the Federal Constitution”, he told the newspaper O Globo this Sunday (14).

The project sent by the government did not foresee counterparts to save expenses in case of non-compliance with the fiscal target. Cajado’s text should contain measures such as a ban on creating positions, changes in civil service careers that lead to an increase in expenditure, suspension of public tenders, in addition to preventing the creation of mandatory expenditure, granting tax benefits and readjusting expenditure above the inflation.

If there is consensus, the text may be put to a vote by the mayor, Arthur Lira (PP-AL) on Tuesday (16) or on Wednesday (17).
