Lula launches new Bolsa Familia with two additional benefits

To qualify for the program, the family must have a per capita income of R$218; it is also mandatory to have updated data in the Cadastro Único

President Luiz Inácio Lula da Silva (PT) signed, this Thursday (2nd), the Provisional Measure (MP) establishing the new Bolsa Família. With the definition of the program’s guidelines, the beneficiary families will receive a minimum amount of R$600. Two complementary benefits will also be created.

One of the benefits will be aimed at Early Childhood and determines an additional amount of R$ 150 for each child up to 6 years of age in the family composition. A second, for Income and Citizenship, provides for an additional R$50 for each member of the family between the ages of 7 and 18 and for pregnant women.

With the new Bolsa Família, each person in a family benefiting from the program must earn at least R$ 142. In all, around 20 million families (55 million people) are assisted. Payments must start from March 20th.

The program will determine conditions for receiving the benefit, such as the requirement of school attendance for children and adolescents from beneficiary families, prenatal care for pregnant women and updating of the vaccination with all immunizations provided for in the National Immunization Program (PNI) of the Ministry of Health.

The selection for participation in the program considers the poverty estimate, the number of families assisted in each municipality and the budget limit. With the new legislation, all families with an income of up to R$ 218 per person will have access to the program.

Since the beginning of the mandate, the Lula government 3 has focused on improving the Single Registry. “If there is someone who does not deserve it, that someone will not receive it. The program is only for people who are in conditions of poverty”, said Lula at the program’s launch ceremony when asking that society help in the inspection of the Cadastro Único.

This group has grown explosively in recent years, after the government of former President Jair Bolsonaro changed the program’s design and set an initial floor of R$400, which later rose to R$600. “artificial” division of families and distortion of Single Registry data.

Last week, the Ministry of Development and Social Assistance, Family and Fight against Hunger (MDS) informed that the government will exclude in March more than 1.5 million beneficiaries in an irregular situationbecause they have income above the limit determined by the social program.

With the revision, according to the Minister of Social Development, Wellington Dias, 700,000 families that were outside the program will now be covered. They will take the place of beneficiaries who did not fit the program rules.

The government informed that, if the family income rises to half a minimum wage per person, the family will not leave the program immediately. In the case of families that increase their income, but lose later, priority will be given to returning to Bolsa Família.

Regarding the frauds, the minister stated that people with around nine minimum wages were found in the program. “Frauds will no longer happen because we are going to make the Single Registry more efficient,” he said, noting that the Single Registry and Bolsa Família will once again be inspected. “We are going to make a network agreement with the MPF, CGU and TCU to supervise registration and Bolsa Família.”
