Nominations must go through the Senate; this week, Lula removed Abin from the GSI and transferred him to the Civil House
President Luiz Inácio Lula da Silva officially appointed those chosen to command the Brazilian Intelligence Agency (Abin) and the National Civil Aviation Agency (Anac). The nomination was published this Friday (3) in the Official Gazette of the Union.
At Anac, Lula nominated Tiago Sousa Pereira for the position of director-president and Mariana Olivieri Caixeta Altoé as director. As for the position of general director of Abin, the PT candidate nominated Luiz Fernando Corrêa. Nominations must be approved by the Senate.
Lula transferred Abin to the Civil House, commanded by Minister Rui Costa. The decree was published in the Thursday (March 2) edition of the Official Gazette.
Luiz Fernando Corrêa was director general of the Federal Police from 2007 to 2011, during Lula’s second term. Prior to that, he was National Secretary for Public Security at the Ministry of Justice. He has a degree in law, specializing in public policy in the area of security.
Abin is a central intelligence agency, which “has the power to plan, execute, coordinate, supervise and control the country’s intelligence activities, obeying the policy and guidelines established in specific legislation”, defined the government in the decree.
Before, the agency was under the umbrella of the GSI (Institutional Security Office), commanded by reserve general Marco Edson Gonçalves Dias. With the change, the intelligence agency is no longer led by a military man.
The measure was motivated by the acts of January 8, when extremists invaded the headquarters of the STF (Federal Supreme Court), the Planalto Palace and the National Congress, in Brasília. The 3 buildings were vandalized.
On the morning of January 8, extremists supporting former President Jair Bolsonaro (PL) and against Lula’s election walked from the Army Headquarters (where they were camped) to the National Congress. They were escorted by the Military Police of the Federal District, but were not prohibited from advancing.
Messages published in the media show that the GSI was warned by Abin of the possibility of invasion by the Three Powers, but minimized the risk and did not call the Armed Forces.
