Lula asks for a plan to be drawn up by June for the use of AI – 03/08/2024 – Market

President Luiz Inácio Lula da Silva (PT) asked the Ministry of Science and Technology to draw up a plan for the use of artificial intelligence in the country by June. The president’s idea is to present the proposal during the opening speech of the next United Nations General Assembly, in September.

The president met this Thursday (7) with the National Council of Science and Technology at Palácio do Planalto. During the meeting, Lula reported that the president of Spain, Pedro Sánchez, suggested that the two countries develop a joint artificial intelligence project.

“He proposed that Brazil and Spain form a partnership so that we could create artificial intelligence in our language, Portuguese and Spanish. So that we wouldn’t be left behind by others who are already ahead of us. I found the genius idea”, said Lula.

“Make a proposal for something that is feasible, something that can be implemented, something that Brazil can present to the world saying: ‘We have a genuinely Guarani artificial intelligence policy. It may be Yanomami, but our intelligence “, concluded the president during a speech to the advisors.

Minister Luciana Santos (Science, Technology and Innovation) told the press that the department is developing a plan on the use of artificial intelligence in different sectors. The minister said that the ministry is also paying attention to the regulatory project being processed in the Senate.

The PL was presented last year by the president of the House, Rodrigo Pacheco (PSD-MG), as a result of the work done by the commission of jurists created in 2022 to propose subsidies to Congress on the regulation of the topic.

In January, during a conference in Switzerland, Pacheco said he intends to put the project to a vote in the Senate by April. The proposal is being discussed in a temporary committee on the use of artificial intelligence under the rapporteur of senator Eduardo Gomes (PL-TO).

The text provides general guidelines for the development, implementation and responsible use of AI in order to “protect fundamental rights” and guarantee “safe and reliable systems”. One of the axes is the creation or definition of a public administration body to unify and monitor compliance with the rules.

The PL also provides for the civil liability of the supplier or operator of the artificial intelligence system in the event of property, moral, individual or collective damage. In addition to being accountable, developers and companies must repair any damage caused.

Last week, the TSE (Superior Electoral Court) defined the regulation of the use of artificial intelligence in electoral contexts and the absolute prohibition of the use of deepfake in electoral propaganda, already for the 2024 elections.

The proposal establishes that artificial intelligence will require identification labels for synthetic multimedia content. The use of AI irregularly may result in revocation of registration and mandate.
