The president of the Chamber, Arthur Lira (PP-AL), is anticipating to guarantee a leading role in the tax reform, which should be the main legislative demand of the government of Luiz Inácio Lula da Silva (PT) in this first year of office. He wants to take the text to the plenary in up to 60 days.
Lira chose deputy Reginaldo Lopes (PT-MG) to chair a working group with the aim of aligning the proposal taking into account the projects that were processed in the last legislature in the Senate and in the Chamber. Due to the good traffic it has with the Executive, it should also bridge the gap with the federal government.
The deputy, however, asked for 90 days to debate the proposal and put it to a vote. With the forecast to start work after Carnival, it would be possible to vote on the reform in May, if there is a political agreement.
Lopes is due to meet this Thursday (9th) with the extraordinary secretary for Tax Reform at the Ministry of Finance, Bernard Appy, and on Monday (13th) with Minister Fernando Haddad. The idea is for the collegiate to start working after Carnival.
By anticipating, Lira also tries to ensure that the tax reform begins to be processed by the Chamber. In the last legislature, the struggle for leadership with the Senate was one of the reasons for its approval.
Some points have already begun to be discussed preliminarily among the deputies. The forecast is that sectors such as education, health, food, financial system and agribusiness may have different rates. In addition, the forecast of a “sin tax”, or sin tax, for drinks, cigarettes and mining should be maintained.
