The president of the Chamber of Deputies, Arthur Lira (PP-AL), said that the parliamentarians will change the text of the new fiscal framework received from the government to make it more rigid. The statement confirms the statements made by the proposal’s rapporteur, Deputy Claudio Cajado (PP-BA), at the weekend.

“The government’s proposal came with a balanced backbone, but it is up to Congress to have the final say. I cannot advance the text of the rapporteur, but I believe that in the Chamber there will be changes to make the proposal more rigid, and I have no doubt that the Senate will give its collaboration”, he said in an interview with CNN Brasil on Sunday (7).

Lira sent a hard message to the government for the lack of personal accountability of public agents who do not meet fiscal targets. According to him, it is necessary to establish restrictions to this.

The tone is similar to that said by Cajado, who also intends to include the obligation to reserve resources in case of non-compliance with the guidelines, in addition to including harsher punishments for the president.

Arthur Lira also said that the deputies will vote for what they consider “better for Brazil” by the “majority elected by the people and that thinks so in Congress”. “If there is no change in mentality, shocks will happen”, he said in reference to the difficulty that the government of President Luiz Inácio Lula da Silva (PT) has been facing in managing to assemble a majority in Congress.

The expectation is that the preliminary report of the new fiscal rule will be presented on Wednesday (10) or Thursday (11), and the project itself will be analyzed in plenary next week.
