Lira says that Lula must decentralize power and defends changes in the fiscal rule

The mayor, Arthur Lira (PP-AL), said this Monday (15) that president Luiz Inácio Lula da Silva (PT) centralizes power, while former president Jair Bolsonaro (PL) “decentralized, he believed and delegated. The statement was made in an interview on CNN Brasil’s “Caminhos com Abilio Diniz” program.

Asked about the comparison of dialogue between the past and current governments, the deputy pointed out the differences in management. “Did the Bolsonaro government have as many political articulation actors as the Lula government? No. Did the Bolsonaro government have all these command variables? No. But if there is a difference that is notable today, it is that the government of former President Bolsonaro decentralized, believed and delegated ”, he said.

“President Lula’s government has not done this. He has centralized, he has not delegated and he has not believed. And this difference, today, is shown in a very acute way. That’s what we’re trying to say: ‘president, you have to delegate, believe and decentralize’. If you don’t do that, you won’t,” he added.

During the interview, Lira also defended the “self-restraint of the Powers”. “The demonization of politics, as happened during some moment in the country’s public life, did not do democracy any good… The Chamber acts within its limits, it seeks to respect the other Powers, seeks to be a permanent channel of dialogue with the population”, he pointed out.

Executive does not govern alone

The president of the Chamber again said that Brazil has changed and that the Executive does not govern alone. “The Executive has to understand, in a general set of its government, that it does not govern alone. The world has changed, Brazil is not the same… Everyone needs to look around and see that the moment is different”, he said.

Lira cited as an example the revocation in the Chamber of the Lula government’s decree that modifies the basic sanitation framework. The text was rejected by the deputies and considered a defeat for the Executive.

Lira said he hopes to guide the “possible” tax reform before the mid-year recess. He pointed out that he is having an excellent dialogue with the Minister of Finance, Fernando Haddad, to discuss the fiscal framework, but stated that the text must undergo changes.

“Saying that the National Congress cannot change the text is a situation that borders on the irrational. Of course the Chamber will make changes, it is obvious that the Senate will also propose changes, because they are always welcome when they are discussed and come to improve, ”he said. “If we succeed in organizing the vote on the framework and the tax reform in this first semester, these votes will not be worth the year, they will be worth the mandate”, he added.

PL of Fake News

The mayor also commented on the processing of bill 2630/20, known as “PL das Fake News”. Lira cited pressure from platforms against the proposal. Earlier this month, the mayor decided to postpone the vote. Among the reasons for the PL not being voted on, the mayor cited the “financial interests” of the platforms.

“We had a very strong interference from the networks, in the sense of enhancing some things and minimizing others, creating a fake news narrative for the project. We cannot accept that in Brazil, for example, the Chamber cannot debate, discuss, vote independently,” he said.
