The pressure of the president of the Chamber permeated the conversation about the vote on three of the main economic measures of the government: the tax reform, the return of the so-called quality vote of the CARF (Council for the Administration of Tax Resources) and the conclusion of the vote on the fiscal framework. .

Sought by the report, Lira said that he did not deal with amendments with the government supporters. According to a note released by his press office, the conversation was about the Chamber’s agenda, “which is in the interest of the government.”

The mayor and the government want to approve the measures this week. In the case of the tax, Lira wants to at least vote on the text in the first round. Despite this, members of the centrão itself resist approving the matter until Friday because they consider that there are still edges to be trimmed in the proposal.

Government members say that the release of the amendments will occur, however, regardless of the approval of the materials.

On the eve of important votes for the president in the Chamber of Deputies, the government released, over the weekend, R$ 465 million from the budget of the Ministry of Health, the target of greed in the center.

Of this amount, R$ 107 million will go to Alagoas — the most benefited state and stronghold of Arthur Lira (PP-AL), President of the House.

This Tuesday (4), Nísia Trindade’s (Health) portfolio expanded the authorizations for the distribution of money, which should add up to almost R$ 680 million by the end of the week.

The resources are part of the R$9.9 billion that Lula inherited after the end of the rapporteur’s amendments – the main bargaining chip in negotiations between former president Jair Bolsonaro (PL) and Congress. The Planalto Palace has used this amount to try to expand its political base.

The centrão, led by Lira, demands agility for the ministries to authorize the financing of projects and works in their electoral strongholds.

According to reports from people involved in the negotiations, the forecast is that half of these health resources will be paid by September and liquidated by November. The idea of ​​the federal government is that this has already been resolved by December, a month that would only be used to adjust some payments that may have faced problems.

The fact that the Ministry of Health, which took the largest share of the former rapporteur’s amendments, has begun to authorize the transfers represents a relief in the pressure from the centrão, but still does not resolve the main issues.

Of the R$9.9 billion inherited by Lula, there are still R$9 billion to be distributed.
