The president of the Chamber of Deputies, Arthur Lira (PP-AL), once again criticized the lack of articulation of the Lula government (PT) and questioned the vote on the MP (provisional measure) that reorganizes the structure of the Esplanada dos Ministérios.

“The problem is not with the Chamber, it is not with Congress. The problem is with the government, with the lack or absence of articulation”, said Lira. “There is widespread dissatisfaction among deputies and perhaps senators with the government’s lack of political articulation, not one or another minister,” she added.

Lira also said that the parliamentarians gave time for the government to organize itself and set up its support base, but that this has not happened so far – and assessed that the Planalto has 130 votes in the Chamber.

The parliamentarian also said that the Chamber cannot be held responsible if the MP is not voted on, or if it is defeated. And that, in this case, “the government in general” will be to blame.

“If today the result does not approve or vote on the provisional measure, the Chamber should not be responsible for the government’s lack of political organization.”

When asked if the government had the necessary votes to approve the MP, Lira replied that, if there were, the matter would have already been considered in plenary on Tuesday night (30). The parliamentarian also said again that the president of the Chamber is only a “facilitator” in this type of impasse.

Lira arrived at the House at the beginning of the night to meet with party leaders from the House to understand the feelings of the benches on the matter and assess whether it will be voted on. “If there are no votes, I think the matter will not even be voted on.”

“I have been warning the government of this lack of action, of pragmatism in solving day-to-day problems, of the lack of consideration, of service (…) credit to the government”, he said.

After the meeting with the top of the House parties, PT leader Zeca Dirceu (PR) said some parties would still meet with their benches to “make a last appeal, give a last vote of confidence to the government and vote in favor of “.

He stated that, if these conversations are successful, the MP’s voting margin “could be large”. Otherwise, it will be “tight”.

Zeca also said that there is a movement for the highlights (proposals of occasional changes and that can dehydrate the text to be voted) to be removed. The government tries once again this Wednesday (31) to approve the MP, which would be analyzed this Tuesday (30), but ended up being postponed in a setback to the plans of the Planalto Palace. In order not to expire, the provisional measure has to be approved in the plenary of the House and then in the Senate by Thursday night (1st).

He also said that those who are delivering votes for the government are opposition parties and those that consider themselves independent. And he stated that these subtitles “do not have this political obligation”.

“It’s not a matter of life or death for the country. It’s a matter of government organization that, if it works, congratulations, the government will have the opportunity to make its agenda. If it doesn’t, I think there are other ways to structure it, I just cannot and will not be responsible for a positive or negative result”, continued the mayor.

Lira also said that the Executive never came out in defense of the MP’s rapporteur, federal deputy Isnaldo Bulhões Jr. (MDB-AL), which was criticized after releasing its report. The mayor also stated that “it is not fair” to the emedebist that, if there are no votes, the House “overthrows the report”.

“Deputy Isnaldo’s report was approved by a wide margin and with the support of the government [na comissão mista] and when the report came out, the deputy was beaten for four days straight without a single defense from those who participated with him in the agreement”, he said.

There was still the expectation of a meeting still this Wednesday between Lira and President Lula, which ended up not taking place. The petista himself later indicated that he would meet with Arthur Lira, when talking to journalists at the Air Force Command.

The Planalto Palace, hours later, began to downplay the possibility of a meeting, with palace officials commenting backstage that this was never confirmed or on the official agenda.

To journalists earlier in the evening, Lira said that this possibility was “fake news”. The two politicians, however, spoke on the phone in the morning. “President Lula called me in the morning, we talked, I explained to him the difficulties that his government has”, he added.

Lira did not name any minister, but criticized the Planalto’s political articulation. On the other hand, she praised the leader of the government in the Chamber, deputy José Guimarães (PT-CE).
