Lira and government act to stop rebellion by PV and União Brasil on the eve of the election – 01/31/2023 – Politics

The mayor, Arthur Lira (PP-AL), and the government of Luiz Inácio Lula da Silva (PT) acted this Tuesday (31) to stop a principle of rebellion that could threaten agreements signed by the deputy to ensure his reappointment. at the head of the House, in addition to widening cracks in the PT’s base in Congress.

The parallel disputes could also jeopardize the election of Lira’s name for the post of minister of the TCU (Union Court of Auditors), deputy Jhonatan de Jesus (Republicanos-RR).

Seeking re-election, Lira closed an agreement with a wide range of parties ranging from Jair Bolsonaro’s PL to Lula’s PT, including centrão parties, such as Republicans, and center-right parties, such as União Brasil.

While Lira’s reappointment should take place with an expressive vote, the election of two other positions on the table had knots that the mayor and the government needed to untie on the eve of the election.

One of them, at União Brasil, remained unfinished until Tuesday night. According to the negotiations, the party would retain the first secretary and would indicate the name of the party’s president, Luciano Bivar (PE), for the post.

The União Brasil, however, faces a split since Lula’s victory over Bolsonaro. Bivar articulated for the party to approach the government, despite part of the bench expressing opposition to the PT.

Despite internal resistance, União Brasil placed three ministers on the Esplanada: Juscelino Filho (MA), in Communications, and Waldez Góes (a graduate of the PDT), in Integration —who are appointed as a nomination by Senator Davi Alcolumbre (AP)—, and Daniela do Waguinho (RJ), in Tourism.

Bivar also tried to boycott the reappointment of Elmar Nascimento (BA) as party leader in the Chamber by supporting deputy Pedro Lucas Fernandes (MA), but was unsuccessful.

Because of these actions, the legend’s wing articulated the launch of deputy Mendonça Filho (PE) to compete with Bivar for the vacancy in the first secretary. Parliamentarians from the center parties indicated that, if that happened, there was a chance that Mendonça Filho would win.

The mayor himself, Arthur Lira, however entered the field this Tuesday to dissuade Mendonça from the idea of ​​running for office. In the evaluation of members of União Brasil, Lira wants to avoid disruptions on the day of her election. Furthermore, Mendonça is from a wing of the party that is distant from the government and his election could represent obstacles for Lula’s allies in the Chamber.

After Lira’s appeal, Mendonça tended to withdraw the candidacy, but the decision was pending, until Tuesday night, from the opinion of the group to which the deputy belongs.

Another source of discontent was the PV, which, along with the PC do B, forms part of the PT federation. Without positions in the first echelon of the government, the party threatened to launch a name —Aliel Machado (PR) or Jadyel da Jupi (PI)— to dispute the second secretary with PT Maria do Rosário. However, the government acted to contemplate the party in meetings held this Tuesday.

First, PV leaders met with PT president Gleisi Hoffmann and government leader in the Chamber, José Guimarães (PT-CE). At the meeting, it was agreed that they will have a member on the CCJ (Constitution and Justice Commission), the second choice of commission that will fall to the federation, and will appoint a vice-leader in the government, deputy Bacelar (PV-BA).

Afterwards, the PV also met with the Minister of Institutional Relations, Alexandre Padilha. The party has Iphan (National Historical Heritage Institute) and also wants an agency linked to the Environment, such as ICMbio (Chico Mendes Institute for Biodiversity Conservation).

Faced with the possibility of agreements being broken, the mayor, Arthur Lira (PP-AL), is trying to avoid any changes that could compromise his arc of alliance. This Tuesday (31), Lira said that he was holding the last conversations about space and proportionality of parties at the board of directors.

“There are some demands for the possibility of separate candidacies that we are talking about so that they do not exist and that we arrive with the party and bloc unity maintained from beginning to end”, he said.

The operation by Lira and the government had two main motivations, one for the deputy and the other for Lula’s allies. In the case of the president of the Chamber, a setback for the PT at the board of directors could jeopardize the already difficult election of Jhonatan de Jesus to the TCU. This is because PT parliamentarians indicated that they could stop giving party votes to the Republican deputy if they were not contemplated with the second secretary.
