Rapporteur of the LDO (Budget Guidelines Law), deputy Danilo Forte (União-CE) is talking to the president of the Federal Court of Auditors, Bruno Dantas, about how to include in the text control mechanisms over special transfers, the so-called ” Pix amendments”.
The deputy’s negotiation takes place amidst a movement by Congress to try to expand the space reserved for special transfers in the Budget. Pix amendments are a type of individual imposition amendment that allows the transfer of funds to states and municipalities to be accelerated, without being linked to specific projects, which makes inspection by control bodies difficult.
The rapporteur’s idea is to establish, as a counterpart to the expansion of resources, a way of identifying the destination of the funds after they reach the municipality. This way, in addition to increasing supervision over the money, the parliamentarian responsible for sending it would also have his stamp with the city hall.
“The leaner and more imposing the budget, the greater the transparency over resources. The more bloated it is, the worse the execution is and the more difficult it is to control”, says the deputy.
In April, the TCU established an understanding that control over the application of special transfers to city halls is the responsibility of the state and municipal accounting courts.
