Professor Rafael Saldanha recalls that the phrase “the ends justify the means” is attributed to the Roman poet Ovid in his work Heroides. “Machiavelli says similar things, but that is not what is at stake,” says the professor. A closer phrase that actually has its origins in the writings is the one that says “it is better to be feared than to be loved by the people”. The phrase does not appear literally in this form in the work, especially in chapter 17, which deals with the topic. But, in the text, the author addresses this idea and says that, if he has to choose one of the two, he must choose to be feared, as this feeling is capable of keeping his subjects together and avoiding disorder.
