Justice of Amapá completes 32 years of installation with the inauguration of the first judges – News of Brazil

“We were tasked with building an agile, quick justice that would support the wishes of the people of Amapa and facilitate their access”says the judge Gilberto Pinheiro, Dean of the Court of Justice of Amapá (Tjap).
32 years ago, on January 25, 1991, Gilberto and five other magistrates took office as the first judges of Amapá and became responsible for moving forward with the process of installing the Amapá Judiciary.
On that date, the then governor Anníbal Barcellos (in memoriam) swore in the magistrates Dôglas Evangelista Ramos (now retired), Honildo Amaral de Mello Castro (retired), Mário Gurtyev de Queiroz (retired), Gilberto de Paula Pinheiro, Luiz Carlos Gomes dos Santos (retired) and Benedito Antônio Leal de Mira (in memoriam) as judges.
Judge Marco Antônio da Silva Lemos (retired), who also composed the first group, was sworn in later, on February 6, 1991.
Before the effective installation of its Court of Justice, the Judiciary of Amapá had a judicial district and was linked to the Court of Justice of the Federal District.
From 1991 to the present day, many advances have been achieved, such as investments in works, expansion and training of personnel and technological modernization.
“In 32 years, there have been countless achievements and transformations. And the result of this investment has been fundamental for the affirmation and consolidation of Justice in Amapá as a national reference”records the president of the Tjap, judge Rommel Araujo, who make up the first group of judges from Amapá, also sworn in in 1991, in October.
First composition of judges
the judge Gilberto Pinheiro, who, in addition to dean of Tjap he is a historian, recalls how the first group of judges in the state was composed.
“The first composition was formed by seven judges, five judges, a prosecutor and a lawyer. These were the founders of this Court, appointed by the state governor at the time, our late Commander Anníbal Barcellos”, highlights.
At the time, the Court of Justice of Amapá had as its first president the judge Dôglas Evangelista, who appointed the judges Mário Gurtyev and Gilberto Pinheiro to lead the installation of the districts in the interior of the state.
“I was a judge in Brasília and I was invited to help set up the state’s Justice, and I was soon excited and accepted, because this opportunity to be able to install the Judiciary in a certain location is something that happens to a minimum percentage of magistrates”comments the retired judge Mario Gurtyev.
“In a very beautiful speech, highlighting our state, the then judge-president of the TJDFT, Valtênio Mendes, at the end said ‘I hand over to you the jurisdiction of the lands of Amapá’”recalls the retired judge with emotion, Dôglas Evangelista Ramos, first president of Tjap.
