Judges and prosecutors debate the Bolsonarism crisis in Tuscany – 01/24/2023 – Frederico Vasconcelos

The crisis caused by Bolsonarism reached the Italian region of Tuscany. The University of Siena, a medieval city that attracts tourists from all over the world, promoted this Tuesday (24) a debate on “The role of the judiciary in the democratic crisis in Brazil”.

In his presentation, judge Antônio Souza Prudente, from the Federal Regional Court of the 1st Region, said that Bolsonarism led “a horde of vandals to destroy buildings and works of art” in the headquarters of the Three Powers, in Brasília.

For Prudente, the crisis in Brazil arose in the mind of a president who considered the Amazon “private property”. He said that Bolsonaro took a “proposal to negotiate the Amazon” to Israel.

The event was promoted by the CNMP (National Council of the Public Ministry), Ajufe (Association of Federal Judges of Brazil) and the Federal Magistracy School of the 1st Region (Esmaf).

On the last 16th, a delegation of Brazilian judges and prosecutors participated in a forum on constitutional law at the University of Pisa, in Tuscany.

According to the CNMP, it is the beginning of a series of activities for the “improvement of the Justice System’s performance in comparative law between Brazil and Italy”.

Judges Daniel Carnio Costa (CNMP advisor) and Hugo Abas Frazão (TRF-1) organized both events. The papers were opened by Professor Tania Groppi, from the University of Siena.

The president of Ajufe, Nelson Ribeiro, and the prosecutor Fabíola Sucasas, from the MPSP, spoke, in addition to representatives of the Paris 1 Panthéon-Sorbonne University Victor Bertolotto and Ana Viana.

Apparently, there was an improvised academic program in Siena to take advantage of the presence of Brazilian judges and prosecutors in Pisa.

Carnio stayed five days in Italy. At the Siena event he did a quick online exposure. “We didn’t have the opportunity to do simultaneous translation”, he apologized.

Carnio was academic coordinator of the Brazilian Institute of Judicial Administration (Ibajud), maintained by law firms, judicial auctioneers, cattle ranchers, agribusiness companies, judicial administrators and credit recovery firms.

He is a titular judge of the 1st Bankruptcy and Judicial Reorganization Court of São Paulo. He was an auxiliary judge of the national internal affairs department of the CNJ and an auxiliary judge of the presidency of the STJ.

Hugo Frazão is a professor at Esmaf and a doctoral candidate in Constitutional Justice at the University of Pisa. Last year, he was one of the organizers of a virtual course on constitutional justice held by the University of Pisa with the online participation of 15 Ajufe associates.

OTHER SIDE

The National Council of Public Prosecutors reported that Daniel Carnio was in Italy “on an official mission, at the invitation of the Federal Magistracy School and the University of Pisa”.

He represented the National Training Unit of the Public Prosecutor’s Office (UNCMP), which he directs.

“In addition to participating in two events, meetings were held with educational institutions to sign agreements with the objective of offering training to members and servants of the Public Prosecutor’s Office in accordance with the attributions of the UNCMP”.

“During the five working days that he was in Italy, with authorization from the CNMP presidency and following the norms, the counselor did not stray from office duties”, informed the advice of the council.

Ajufe informed that it only entered into an agreement with these institutions in Italy to enable the participation of interested members.

Ajufe opens enrollment. If the number of applicants exceeds the number of vacancies, a lottery will be held. Winners pay for tickets and accommodation. Ajufe only pays part of the registration fee. The other part is paid by the student. Only five places were made available for the events in Italy.

Only federal judge Mara Lina do Carmo, vice-president of Ajufe for the 6th Region (Minas Gerais) who is outside the jurisdiction to exercise the associative mandate, had her accommodation and travel, in economy class, paid by the entity. It coordinates the participation of the associated federal judges.
