Janja rejects GSI, and government studies decree for security – 7/4/2023 – Power

First lady Rosângela da Silva, known as Janja, does not want the GSI (Institutional Security Office) to take over her immediate security and prefers that the Federal Police continue at the head of the mission.

As Sesp (Extraordinary Secretariat for Presidential Security) ceased to exist on the 30th and, officially, presidential security returned to the GSI, the government is working on a decree to create a normative structure that guarantees the maintenance of police officers to the first lady.

According to members of the government, the text is being closed with the PF and should be sent by the Ministry of Justice to the Ministry of Management and Innovation. The PF leadership proposal is that a structure be created within the corporation to attend to Janja’s safety.

President Lula (PT), as well as vice-president Geraldo Alckmin (PSB) and their families are entitled to presidential security. According to reports, the first lady would have said she preferred to continue with members of the PF around her.

One of the reasons is that she would still feel uncomfortable with GSI members, especially after the January 8 coup attacks, according to palace assistants.

In addition, Janja has always made a point of having women agents in her immediate security, who are a minority in the GSI, and who have accompanied her since the presidential campaign. On March 8, International Women’s Day, the PF assembled a team made up only of women to provide security.

The first lady was approached, but her adviser said she does not comment on security issues.

Last week, the president hit the hammer and decided to return the issue to the GSI military, in defeat for Minister Flávio Dino (Justice) and the director general of the PF, Andrei Rodrigues.

The decision was taken on Wednesday (28), in a meeting with ministers Rui Costa (Casa Civil), Marcos Antonio Amaro (GSI) and Dino.

After the meeting, Rui Costa said it was a hybrid model, with the participation of military, federal police and eventually state police. However, he pointed out that coordination will be the responsibility of the GSI.

So far, it has not been clear how the hybrid model and the participation of PF members would work. Since Saturday (1st), the GSI has resumed the post of coordinating presidential security. Despite this, PF agents also acted during events over the weekend with Janja and Lula.

Janja’s decision to keep the officers, in turn, represents a victory for Dino and the Federal Police, who, last week, lost their assignment to the GSI. According to reports, the first lady was the only one who requested the maintenance of the PF.

In recent months, presidential security has opposed the PF to the new head of the GSI.

One of the first acts of the government was the creation of the Extraordinary Secretariat for Immediate Security, whose head was delegate Alexsander Castro de Oliveira.

The decree that created the body, however, provided that it would exist on an extraordinary basis until June 30.

The federal police, who have been using their own resources to carry out these security activities, intended to make it permanent. As shown to Sheetthe PF spent around BRL 9.8 million on daily rates and tickets to Sesp.

The secretariat was linked to the presidential office and was only concerned with the immediate security of the chief executive, the deputy and their family members. The other two protection circles, close and far, were still in charge of the GSI.

The remote one is composed of those responsible for sweeping and ostensive surveillance at event venues, with the help of other security forces.

Dino and the PF advocated that the presidential security command should answer to a civilian, not a military man. During the decision-making process on the subject, members of the corporation even said that the police could refuse to respond to the GSI, which is headed by General Marcos Antônio Amaro.

On another front, members of the GSI argued that, if the coordination of presidential security was not the responsibility of the cabinet, the portfolio would be emptied.

Before taking over the GSI, Amaro already told allies that he would like to resume this function, considering that it has historically always been subordinated to the portfolio and was in charge of the military.
