The Lula government had access to surveys and monitoring that showed that the vast majority of comments about the end of the tax exemption on sending packages of up to US$ 50 (R$ 250) from abroad were negative.

According to three members of the government interviewed by the column, the surveys showed that around 60% of people criticized the initiative right after the announcement, against around 15% who said they were in favor. The rest expressed doubt or lack of knowledge.

The situation worsened when the first lady, Rosângela da Silva, Janja, decided to join the discussion to defend the proposal.

“The taxation is for companies and not for the consumer”, wrote Lula’s wife in response to a post on the Choquei profile.

That was enough to mobilize government opponents who had not yet been involved in the discussions, according to a member of the government.

The percentage of people attacking the measure reached around 70% after Janja’s intervention, and the percentage of people who defended it remained stuck at the same 15%.

The first lady’s statement also complicated the government for having used the word “taxation” precisely when the Ministry of Finance was making an effort to convince people that it will not create new taxes – but, yes, it will end the exemption of one of them on the shopping abroad.

Janja’s entrance led to a second phenomenon: the series of attacks made against her and the government ended up encouraging Lula’s supporters to defend her.
