Itamaraty starts debate in Ukraine for the protection of plants – 02/24/2023 – Panel

Brazilian diplomacy projects that the biggest challenge for ending the war in Ukraine will be the withdrawal of Russian troops from the European country.

A 10-point plan released by Kiev late last year includes the return of all territories seized by enemies, including Crimea, annexed in 2014.

For this reason, Itamaraty believes that it is more productive to advance first on points on which it would be easier to reach consensus, such as, for example, the protection of nuclear power plants.

Another point would be the cessation of hostilities, a term included by articulation of Brazil in the UN resolution approved this Thursday (23), on the eve of the one year anniversary of the conflict. The expression is also included in the peace proposal presented by China this Friday (24), a country that is close to Moscow.

President Luiz Inácio Lula da Silva (PT) and the Minister of Foreign Affairs, Mauro Vieira, have been talking to senior authorities in Ukraine and Russia and evaluating the terrain on which the peace negotiations could advance.

Next week, Vieira leaves for India, where he will participate in the G20 meeting, and should meet with other chancellors to move forward on the subject. The agenda will serve to get an idea of ​​the size of the international community willing to engage in the Brazilian proposal of a “peace club”.

The resolution approved at the UN, celebrated as a goal by Brazilian diplomacy, is seen as the first step on a long journey. The expectation is that the war will escalate and last longer.

In a press conference this Friday (24), the president of Ukraine, Volodimir Zelensky, said he had invited Lula to visit him. “I would like him to help and support me with a platform to talk to Latin America. I look forward to our meeting because eye to eye, face to face, I will be understood more, Ukraine will be understood more,” he declared.

On Thursday (23), it was vice-chancellor Mikhail Galuzin who told the Russian agency Tass that he was analyzing the Brazilian proposal.

“We are examining initiatives, mainly from the point of view of Brazil’s balanced policy and, of course, taking into account the situation in the field”, added Galuzin, recalling that the Russians are partners with the Brazilians, the Chinese, the Indians and the South. Africans in the BRICS diplomatic group.
