Haddad dismisses Lira’s administrative reform and supports supersalary PL

The Minister of Finance, Fernando Haddad, declined to comment on the hypothesis of the government supporting the administrative reform that has been defended by the President of the Chamber of Deputies, Arthur Lira (PP-AL). But Haddad pledged to “strongly” support the “PL dos Supersalários”, approved by the House four years ago, which regulates salaries above the constitutional ceiling in the public service.

The declaration was made, this Tuesday (5), after the meeting with members of the economic team and palace ministers to discuss ways to meet the pressures for cutting expenses and expenses of the management of Luiz Inácio Lula da Silva (PT).

Last week, the administrative reform received support from several parliamentary fronts in the Chamber, in addition to sectoral entities. The market expects a clearer sign of balance in the accounts, given the difficulties in meeting the fiscal framework target of zeroing the public deficit in 2024.

The “PL dos Supersalários”, which regulates salaries above the constitutional ceiling in the public service, stopped in the Senate, after pressure from representatives of the Judiciary. Since July 2021, the text has been in the House’s Constitution and Justice Commission (CCJ). “We have been able to move forward with many issues, we can do it with the project as well”, he said.

The project standardizes the rules for the payment of additional salaries to public servants, and defines, among the so-called “hangers”, the installments that are remunerative in nature and, therefore, must be added to the base salary for the incidence of the ceiling. “The law of super wages can discipline something important, putting an end to privileges and mean a robust economy for the Brazilian State, in addition to the moralization of public services”, emphasized the minister.

The Minister of Planning and Budget, Simone Tebet, and Ministers Rui Costa, from the Civil House, Alexandre Padilha, from Institutional Relations, and Esther Dweck, from Management and Innovation, participated in the meeting. According to Haddad, at the meeting a review was made of all the laws in progress that deal with the topic of modernization of the State. Functionalism was included, according to the minister, pointing to the mention of public tenders, which can be improved.
