Governor rejects single crowd after Flamengo x Vasco – 03/10/2023 – Sport

The governor of Rio de Janeiro, Cláudio Castro (PL), rejected this Friday (10) the possibility of adopting the single crowd model in football games in the state after the fight between organized Flamengo and Vasco over the weekend.

Castro recognized errors in the execution of policing on the day of the match and in the rigor in punishing fans who were already involved in fights around the stadiums. He announced the banning of organizations from the four big clubs in Rio de Janeiro and determined the opening of an inquiry to investigate crimes of criminal organization, among other measures.

After a meeting with representatives of the clubs and the government at the Guanabara Palace, Castro stated that the option for a single crowd was not even discussed at the meeting.

“It wasn’t even suggested. We consider [a medida] the failure of public security. We managed to do New Year’s Eve with millions of people, Carnival with hundreds of thousands. We have to be able to play with two fans, yes,” he said.

The measures were announced five days after the occurrence of fights in different parts of the capital before and after the game between Flamengo and Vasco, in Maracanã, last Sunday (5). One man died and eight were hospitalized.

The game started at 6:10 pm and ended with a 1-0 victory for Vasco, in the tenth round of the Carioca Championship.

Before the start of the match, images showed men with pieces of wood in different parts of the city. In São Cristóvão, a group walked around with shirts over their faces and with sticks. A car accompanied them.

Another group, with firearms, drove along the Washington Luís highway, which connects Rio de Janeiro to the mountainous region. The images show depredation in train stations.

In a note, Rio Bus (the companies’ union) said that “the chaos spread to different regions of the city and reached at least 60 bus lines”. According to the entity, at least one hundred collectives were vandalized, with a loss estimated at R$ 200,000.

Castro announced the banning of the stadiums of the supporters Raça Rubro-Negra, Jovem Fla (both from Flamengo), Força Jovem do Vasco, Young Flu and Fúria do Botafogo.

All of them had benefited from an amnesty approved by the Legislative Assembly on the eve of last year’s election. They were also suspended while negotiating a TAC (Term of Adjustment of Conduct) with the Public Prosecutor’s Office and Justice.

“We had a time to attempt dialogue and it was completely broken. You cannot have a dialogue with someone who does not comply with what he or she agreed to,” said the governor.

“When fans try to fit in, there is a desire for this [briga] don’t happen anymore. There is a good faith of the state that we will have better times.”

One of the measures to be taken up again is the requirement that fans caught in confusion at stadiums remain in police stations during the time of their teams’ matches. The punishment is provided for in the Fan Statute, but was not enforced in the state.

Castro recognized the demobilization in the execution of this sentence. “Demobilization is a mistake. It’s something of accommodation when you have peace. We’re going to work so that it doesn’t happen again.”

Castro also acknowledged that there was an error in the execution of the policing planned for the game between Vasco and Flamengo. He stated that the flaws were corrected, citing the fact that there were no widespread fights on Wednesday (8), in the decision of the Guanabara Cup, the first round of the State.

“Operation Maracanã [da Polícia Militar] It is one of the best in Brazil. We mourn the death of the fan. Without minimizing what happened, we cannot throw away an operation internationally recognized as the best in Brazil”, said the governor.
