Government slips in publication of ministers’ agendas and promises update – 01/24/2023 – Panel

Agendas of ministers in the Luiz Inácio Lula da Silva (PT) government have been without mandatory publication on the internet or have been incompletely updated.

The most emblematic case is that of Daniela Carneiro (Tourism), whose list of official commitments was unavailable until this Monday afternoon (23) —the page was filled in after questioning by the Panel.

The CGU (Controladoria-Geral da União), which takes care of the matter and created a tool to concentrate all the government’s agendas, blames the “current administrative restructuring” for the failures and says that it “has been working intensely” to help the new bodies and authorities public to use the e-Agendas system. Under the new rules, the inscription “internal dispatches” no longer needs to be informed.

Suspected of links with militiamen in Rio de Janeiro and kept on the Esplanada by Lula, Daniela had since the beginning of the month meetings with deputies and other politicians, meetings with the ministry team and conversations with representatives of other countries and sector entities.

The Tourism advisory stated that, “due to changes in the administrative structure, there was a need to readjust the registration processes in the publication system”. He also said that the agenda was already “in the registration process” when the folder was sought.

The e-Agendas has not yet been fully updated and keeps, among the search options, bodies that existed in the Jair Bolsonaro (PL) government and were reformulated or extinguished, such as the Ministry of Citizenship. In another example, Silvio Almeida appears in the records as holder of the Ministry of Women, Family and Human Rights — the previous name of the portfolio, which was led by Damares Alves.

According to the CGU, efforts to “ensure the effective implementation of the system” in the Federal Executive included sending official communications to the bodies and disseminating material on the rules introduced by a 2021 decree, in addition to the creation of a call center.

The CGU minister’s own agenda, Vinícius Carvalho, has been unstable. His commitments on Tuesday (17) and Wednesday (18) were only added after they happened. The legislation allows activities that were not foreseen to be included in up to seven days.
