This year, the Executive has already announced competitions for more than 8,000 effective vacancies. Another 8,000 temporary opportunities were opened for the Brazilian Institute of Geography and Statistics (IBGE). “We have a tender forecast, both for tenders already authorized and for new tenders and provisions, we have [R$] 526 million predicted in the play [orçamentária]”, declared the Secretary of Budget of the Ministry of Planning, Paulo Bijos. Next year, the Ministry of Management and Innovation hopes to implement a unified national contest, to fill vacancies in several federal agencies. The proposal foresees that the test will be held in 180 cities – and that qualified candidates fill vacancies in various federal bodies, such as ministries and municipalities. The model is similar to the current National High School Exam (Enem), whose score is used by hundreds of colleges and universities across the country in replacement of the traditional entrance exam. The decision was justified by the government as a consequence of the “scenario fiscal restrictive” for 2024. The increase, according to the Executive, would be an “imprudent measure”. The government claims that the impact of a possible readjustment could mean, in a hypothetical scenario with a 1% increase, a growth in value of R$ 3.46 billion. “As legitimate as the claim is, it would prove to be an imprudent measure, given the restrictive fiscal scenario for 2024, even with the advent of the Sustainable Fiscal Regime”, says the government in the Budget proposal. In 2023, the Budget approved by Congress reserved R$ 11.6 billion for the readjustment of civil servants. This allowed Planalto to sign an agreement with civil servants for a 9% salary adjustment from May of this year onwards — already formalized by President Luiz Inácio Lula da Silva (PT).
