Government of SP foresees R$1.6 billion in PPP for schools – 12/19/2023 – Panel

The government of São Paulo is preparing an investment package of around R$2 billion for schools offering full-time education. The amount will be applied over the next few years and allocated to the construction, expansion and maintenance of schools in the Integral Education Program (PEI).
The plan is part of a PPP (public-private partnership) for 33 schools. The forecast is that R$1.6 billion will be used in the construction, management and operation of the units. The pedagogical part remains under the responsibility of the Education Department under the Tarcísio de Freitas administration (Republicanos-SP).
Another R$460 million should be invested in modernizing schools and expanding classrooms. The department will also train teachers to work in full-time schools at a cost of approximately R$40 million.
The initiative was structured by BNDES (National Bank for Economic and Social Development) and envisages the construction of schools with 21, 28 or 35 classrooms, in 29 municipalities in São Paulo and the creation of 35.1 thousand places in primary and secondary education in State.
The PPP is in the public consultation phase and a hearing has already been held. The format is unprecedented in the state of São Paulo for this sector, and is part of the government’s policy of opening the economy to the private sector.
