Government makes new proposal for salary adjustment, of 9%, to federal servants – 03/10/2023 – Market

The government of Luiz Inácio Lula da Silva (PT) offered this Friday (10th) a 9% salary increase to federal employees starting in May, accompanied by an increase of R$ 200 in food allowance.

According to Rudinei Marques, president of Fonacate (Permanent National Forum of Typical State Careers), the proposal will be made official by the government next Monday (13th) and forwarded for deliberation by public servants.

“We started today’s meeting [sexta] with the government presenting a proposal of 8.4% starting in April. Throughout the negotiation, the government was yielding and we managed to advance up to 9% from May”, he said.

“It was the last round of negotiations with the government, now we are going to take this proposal to the bases and take a final decision from there. I feel that it is a tendency for public servants to approve this percentage”, he added.

The 8.4% wage recomposition offer as of April had displeased entities affiliated with the national forums for public servants, who spoke of “total frustration” with the government’s wage counterproposal.

According to Janus Pablo de Macedo, president of the Union of Federal Agricultural Tax Auditors (ANFFA), the proposal did not meet the needs of the career, which accumulates a wage gap for seven years.

“Despite this counter-proposal, we believe that we can move forward towards achieving the long-awaited restructuring of our career and we understand that this collective stage is a thermometer of the negotiations, but does not define what we can achieve in the sectorial round”, he said.

The president of Sinal (National Union of Central Bank Employees), Fábio Faiad, also showed dissatisfaction with the initial suggestion during the negotiation meeting.

“8.5% is practically the update of the 7.8% of March. A proposal lower than that leaves us very frustrated”, he said. “It’s not that we think, we are sure that the government can move forward.”

This is the second proposal made by the government to the servers. In February, a linear readjustment of 7.8% was offered, also accompanied by an increase of R$ 200 in food allowance. Civil servants, in turn, asked for the application of a linear percentage of 13.5% as of March.

The proposal, calibrated to fit within the budget of R$ 11.2 billion already set aside this year to adjust employee remuneration, had been presented at a meeting of the permanent negotiating table, conducted by the Ministry of Management and Innovation in Services Public, with the participation of trade unions.

The 9% increase for civil servants coincides with the value quoted at Sheet by the Minister of Management and Innovation in Public Services, Esther Dweck, in her first interview in office.

Some categories have their compensation frozen since January 1, 2017, when they had the last increase. State careers, such as police officers and diplomats, had the last readjustment on January 1, 2019.
