GDias admits manipulation of Abin’s report on 1/8 – 06/22/2023 – Politics

Former minister of the GSI (Institutional Security Office) of the Lula government, reserve general Gonçalves Dias admitted this Thursday (22) that there was an edition of a report by Abin (Brazilian Intelligence Agency) sent to the National Congress with the alerts triggered on the eve of the January 8 attacks on the seats of the Powers.

According to GDias, the original document, which mentioned the “minister of the GSI” among the recipients of the reports, did not “fit with reality”.

“Abin replied [a solicitação do Congresso] with a compilation of application messages, in which there was day and time, in the middle column what happened and in the last column the diffusion. That document had a ‘minister of the GSI’ there”, said the former minister to the CPI on Anti-democratic Acts of the Legislative Chamber of the Federal District.

“I did not participate in any WhatsApp group, I am not the broadcaster of that compilation of messages. So that document did not match reality. This was a document. It was agreed and sent”, he completed.

For GDias, modifying the document does not constitute tampering or fraud. “I always spoke at the GSI […] that every document that passed through there had to be the expression of the truth”, he said. The same document, without mentioning GDias, was sent to the MPF (Federal Public Ministry) and to the MPM (Military Public Ministry).

A Sheet revealed that, in April, that an Abin report showed that former minister Gonçalves Dias would have received a series of intelligence reports, via WhatsApp, on the eve of the attacks on the headquarters of the Powers.

The report shows a series of alerts sent, from the 2nd to the 8th of January, in groups or directly to the telephone of authorities responsible for the intelligence of federal agencies and the Federal District.

In the case of GDias, Abin shows that he received the messages on his cell phone from the night of January 6th.

The Congressional CCAI (Commission for Intelligence Control Activities) requested access to Abin’s report with a compilation of alerts sent about the January 8 attacks. The first document, sent to the commission on January 20, did not present GDias as one of the recipients of the messages.

A Sheet found out that the general had these reports omitted from a draft previously submitted to him, on the grounds that this exchange of information did not occur through official channels.

To the CPI Gonçalves Dias stated that “alerts [da Abin] they didn’t reach me through established official channels.” “That first week, I continued using my personal cell phone and my personal WhatsApp application,” he said.

The ex-minister did not make it clear, however, if he received Abin’s alerts directly on his cell phone.

“I was not part of any WhatsApp group. From this compilation of messages, I did not participate in the group. If anyone participated in the group [pelo] Institutional Security Office, the processes will come to a conclusion. I did not participate. I exchanged private messages with Dr Saulo [Cunha, diretor-adjunto da Abin]”, said the general, without clarifying.

According to the Abin report, the first message to GDias, sent at 7:40 pm on the 6th, already said that there was a “risk of violent actions against public buildings and authorities”, the intention to invade Congress and the displacement of potentially armed people.

“The prospect of joining the demonstrations against the result of the election called for Brasilia for the 7th, 8th and 9th of January 2023 remains low. However, there is a risk of violent actions against public buildings and authorities”, read the message, sent to GDias —as the former minister is known— and also to the Ministry of Justice.

“We highlight the call by caravan organizers for the movement of demonstrators with access to weapons and the manifest intention of invading the National Congress. Other buildings on the Esplanada dos Ministérios could be the target of violent actions.”

On the morning of January 7, a new report was sent to the former minister and Dino’s portfolio. The text, forwarded at 10:30 am, warned of the arrival of 18 buses from other states to the camp in front of the Army Headquarters to “participate in the demonstrations”.

“Calls for violent actions and attempted occupations of public buildings remain, mainly on the Esplanada dos Ministérios”, read an excerpt from the message.

One report also highlighted that “tank trucks transporting fuel do not access the fuel distributor attached to the refinery (REVAP) in São José dos Campos-SP”. “There are self-styled ‘patriotic’ demonstrators in the area,” he added.

On the morning of the attacks, according to the Abin document, GDias received the first notice at 8:53 am directly on his cell phone. The text said that about a hundred buses had arrived in Brasília for “the planned acts on the Esplanada”. The message was sent only to the former minister and not to the other bodies.

Gonçalves Dias resigned from the Lula (PT) government on April 19 after the release of images that cast doubt on the role of the GSI during the coup attacks.

The images showed the lack of command and the low number of soldiers in the defense of the Planalto Palace. Faced with the crisis, Planalto changed its strategy and started to defend, in Congress, the installation of a mixed CPI to investigate the invasion of public buildings.

In his testimony to the CPI, GDias said that there were around one hundred people in the security of the Planalto Palace on January 8th. The number increased throughout the day, when military personnel from the Army were summoned to contain the invasion of the Executive headquarters.

The former minister stated that the security plan was defined on Friday, January 6, based on information that the folder had exchanged with the Public Security Secretariat of the Federal District.

GDias also said that he called the then executive secretary of the GSI, General Carlos José Penteado, at 2 pm on the 8th, to find out about the situation at the Planalto Palace in view of the arrival of Bolsonarist demonstrators at the Esplanada dos Ministérios.

“He told me that everything was normal and that I didn’t need to go to the Planalto Palace. But I remained uneasy and went to the palace”, said the former minister, noting that Penteado had been in office since the management of General Augusto Heleno.

When he arrived at the building, says Gonçalves Dias, there were gaps in the security scheme set up the day before the attacks.

“General Penteado went to meet me, I asked why the blockade in front of the Planalto Palace, which should have been set up by the Military Police, had not been set up. been done. He left to set up the protective blockade because I ordered it,” he added.

GDias, however, said that the GSI was not complacent on January 8 and that it acted in such a way as to prevent vandals from entering the presidential office.

“We preserved the entire fourth floor, the rooms of the presidential office, the president’s room and the annexes of the Palace. And, I repeat, without a single drop of blood. 182 invaders were arrested, who were in the corridors. All were arrested from my determinations”, he defended himself.
