Gasoline price rises by R$0.21 per liter with new ICMS – 06/13/2023 – Market

The average price of gasoline at Brazilian stations rose 4%, or R$0.21 per liter last week, according to the ANP (National Agency of Petroleum, Gas and Biofuels). The increase reflects the change in the model for charging ICMS on fuel.

According to the ANP, a liter of fuel was sold, on average, at R$ 5.42, compared to R$ 5.21 the previous week. The increase interrupts a short period of decline with the transfers of the cut promoted by Petrobras in its refineries on May 17th.

In effect since June 1st, the new ICMS collection model established a single national rate of R$ 1.22 per liter, higher than the average in force until the end of May. According to the ANP, the change raised the price of gasoline in 20 states and the Federal District. In four states, there was a decrease.

The biggest rise was felt by consumers in Pernambuco, R$ 0.48 per liter, on average. In four other states, the increase was greater than R$ 0.30 per liter: Sergipe (R$ 0.47), Rio Grande do Sul (R$ 0.37), Amapá (R$ 0.32) and Espírito Santo Santo (BRL 0.31).

The price fell in Amazonas (R$ 0.02 per liter), Ceará (R$ 0.02), Piauí (R$ 0.03) and Alagoas (R$ 0.05) and remained practically stable in Roraima and Tocantins. In São Paulo, the increase was R$ 0.24 per liter, with the average fuel price reaching R$ 5.31 per liter.

With gasoline on the rise, the price of hydrated ethanol also rose again, reaching R$ 3.80 per liter, on average, last week. The value is R$ 0.03 per liter, higher than the previous week.

According to the ANP, the price of diesel fell again, still under the effect of cuts promoted by Petrobras in its refineries. Last week, a liter of S-10 diesel cost R$5.13, on average, R$0.03 per liter less than the previous week.

Since the price cut at Petrobras refineries, on May 17, the accumulated drop is R$ 0.44 per liter. Since the record of R$ 7.86 per liter reached in June 2022, in inflation-adjusted value, the retreat is R$ 2.73 per liter.

Cooking gas, on the other hand, continues to fall little at resellers, despite reductions at Petrobras refineries. Last week, the 13-kilogram cylinder was sold, on average, at R$ 104.02, R$ 0.35 less than the previous week.

After reporting by Sheet show that the price of fuel has been falling much less than the prices of gasoline and diesel, Senacon (National Consumer Secretariat) notified the distributors to explain why they did not pass on the reduction to the consumer.

Survey of Sheet shows that the cost of the product can be equivalent to more than half of the budget of vulnerable families, included among the poorest 10% of the Brazilian population, in states such as Pará, Bahia, Piauí and Maranhão.

In other states, such as Ceará, Amazonas and Sergipe, the average price of a gas cylinder represents more than 40% of the income of the poorest 10%.
