Former CGU opened investigation on Bolsonaro and warned successor – 05/03/2023 – Panel

At 10 pm on December 30, former CGU (Controladoria-Geral da União) minister Wagner do Rosário opened the investigation into the vaccine card of former president Jair Bolsonaro (PL), just over 24 hours before the end of his term. .

According to sources in the folder, Rosário communicated to his successor, the current Minister Vinicius Carvalho, that he had left a sensitive investigation incomplete and instructed him to look for the official who would have been responsible for it.

From then on, the current management identified a data insertion scheme in Duque de Caxias and suspected the high number of vaccines issued by the municipal government secretary, João Carlos Brecha, a practice that was strange to his function.

The ministry had not yet identified the involvement of Colonel Mauro Cid in the maneuvers to guarantee an immunization certificate for the former president. This logistics was identified by the PF (Federal Police).

The appeal that led to the investigation reached the CGU on November 3, 2022, after a request for access to the former president’s vaccine card via the LAI (Access to Information Act) had been denied in previous instances.

Generally, when it arrives at the folder, the practice is for the CGU to analyze and determine whether or not to release the information to the body responsible for it.

Instead, Rosário requested the data from the Ministry of Health on December 29 of that year. Upon receiving them, he noticed the inconsistencies and checked with the FAB (Brazilian Air Force) that Bolsonaro had not been in the city on the dates stated on the card. When he requested it, the record had also already been deleted. From that, he determined the investigation to the Internal Affairs.

It was because of this investigation that Minister Vinícius Carvalho did not disclose Bolsonaro’s vaccination card along with the other information requested by President Luiz Inácio Lula da Silva (PT) at the beginning of his term. The objective was not to interfere with the investigations conducted by the Federal Police.

From now on, the CGU will analyze who are the federal servants involved and open PADs (Disciplinary Administrative Procedures).
